This report highlights AQMD rulemaking activity for the year 2000. Upcoming public workshops are also noted in the report.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMDs rulemaking and control measure implementation schedule. Scheduling changes which occurred since last months forecast are summarized.
Rules to be Rescheduled/Removed and Added

Rule 442 Usage of Solvents (CM#99 CTS-020) |
|
The proposed amendment is being rescheduled from October to November in order to develop a more accurate universe and inventory for emission reductions calculations. This proposed amendment will delete obsolete language, reallocate VOC emissions to other rules and reduce VOC emissions from solvent usages in the remaining provision of the rule. |

Rule 1122 Emission Reductions from Degreasing Operations (CM#99 CTS-08, CM#99 ADV CLNG) |
|
Proposed amended Rule 1122 is being rescheduled from October to February 2001 to allow staff additional time to evaluate comments received at the public workshop. Proposed revisions include, among other methods, reducing the VOC content for cleaning materials in batch-loaded cold cleaners and vapor degreasers. Additionally, toxic materials used in degreasing operations will also be examined. |

Rule 1132 Emission Reductions from Large Solvent and Coating Operations (CM#99 CTS-09) |
|
Proposed Rule 1132 is being rescheduled from October to November to allow additional time for staff to complete research and incorporate public input. Proposed Rule 1132 will require large solvent and coating sources to reduce emissions through add-on controls, use of super-clean coating materials, or process changes. |

Rule 1136 Wood Products Coatings |
|
Proposed amendment to Rule 1136 scheduled for October is being taken off the calendar and not rescheduled because Rule 1136 already contains recordkeeping streamlining provisions. |

Rule 1137 Emission Reductions from Woodworking Operations (PM10)
|
|
Proposed Rule 1137 is being postponed from December to an unspecified date in 2001 to allow sufficient time for staff to reassess control measures pending completion of inventory analysis. The proposed rule will establish requirements for controlling PM10 emissions from woodworking operations. |

Rule 1195 Clean On-Road School Buses |
|
Proposed Rule 1195 is being rescheduled from September to October in order to allow more time for staff to review and develop the rule and to seek input from the affected parties. The proposed rule will require public school bus fleet operators to purchase or lease cleaner school buses when adding or replacing school buses in the fleet. |

Rule 1196 Clean On-Road Heavy-Duty Public Fleet Vehicles |
|
Proposed Rule 1196 is being rescheduled from September to October to allow more time for staff to review and develop the rule and to seek input from the affected parties. The proposed rule will require public fleet operators to purchase or lease low-emission heavy-duty vehicles when adding or replacing vehicles in the fleet. |

Rule 1425 Motion Picture Film Labs |
|
Proposed Rule 1425 is being rescheduled from November to December to provide additional time for working with interested parties. Proposed Rule 1425 will reduce perc emissions from motion picture film labs processes such as film cleaning and printing. This rule is one of the industry-specific rules identified in Rule 1402 and the Air Toxic Control Plan. The proposed rule will also implement NESHAP requirements for halogenated solvent cleaning. |

Rule 1610 Old Vehicle Scrapping |
|
Proposed amended Rule 1610 is being rescheduled from September to October to allow staff additional time to address comments raised at the public workshop. |

The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source specific toxic related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
