Mobile Source Air Pollution Reduction Review

SYNOPSIS: 

Below is a summary of key issues addressed at the MSRC’s July 27, 2000, meeting. The next MSRC meeting is Thursday, August 24, 2000, at 1:30 p.m. in Room CC8.

Approval of Minutes

Minutes from the June 22, 2000, MSRC meeting were unanimously approved, as submitted. The minutes are attached for your information (Attachment 1).

FY 2000-01 Work Program

At its May 25, 2000 meeting, the MSRC unanimously approved the framework for a one-year, $14.5 million FY 2000-01 Work Program, adopting final elements and funding allocations. At its June 22 meeting, the MSRC considered and approved RFP/Qs for five TCM elements, and at its July 27 meeting, the MSRC considered the clean fuels portion of the work program. Specifically, the MSRC: (1) approved two solicitations, one for the Alternative Fuel Transit Bus Program and one for the On-Road and Off-Road Heavy Duty Vehicle Diesel Pollution Reduction Program; (2) approved the continuation of the Light-Duty Vehicle Buydown Program, increasing the allocation from $1 million to $2 million, but with a recommendation to explore future revisions to this program; (3) approved the Reserve Allocation for Pending School Bus Program, reducing the amount from $2 million to $1 million; and (4) maintained the commitment toward the Alternative Fuels Subvention Match Program, but deferred final approval for one month pending refinement of program details by the MSRC-TAC. The FY 2000-01 Work Program "in concept" consists of the following:

Consideration of the Work Program "in concept" and solicitations for the work program elements above will be considered by our Board as part of the August 18, 2000 consent calendar.

FY 1998-99 Report to CARB on AB 2766 Discretionary Fund Program

Annually the MSRC submits to the CARB a report detailing MSRC work program expenditures, project categories, and individual project emissions reductions and cost-effectiveness values. The CARB uses this data to compile a statewide summary of the benefits and effectiveness of the AB 2766 Motor Vehicle Registration Fee Programs. MSRC staff, with considerable support provided by the AQMD Finance Department, prepared the FY 1998-99 MSRC report. This report was submitted in an electronic format in advance of the CARB’s July 1, 2000 deadline. The MSRC accomplishments include an aggregate work program cost-effectiveness of approximately $9,000 per ton of emissions reduced, with a projected 569,500 pounds of emissions eliminated annually. In addition, the MSRC’s administrative costs equaled 4% of the motor vehicle registration fees collected, well within the 5% cap. The MSRC requested that a press release be issued to highlight the high level of effectiveness of this program.

Student Education Fact Sheet

In previous work programs the MSRC funded six student education projects. In order to achieve the most benefit from these projects, the MSRC tasked its outreach coordinator with developing a student education fact sheet, which describes the six programs and how to receive the curriculum items produced. The fact sheet will be mailed to all school superintendents in the South Coast District before the next school year begins in the fall. This is just one among many efforts the MSRC is undertaking to get the word out about its programs and funding opportunities.

Final Reports Received and Approved

The MSRC unanimously received and approved three final reports, as follows:

  1. Southern California Regional Rail Authority Contract #96035, which provided $272,720 towards development and demonstration of an LNG locomotive project. (Unfortunately, this project did not result in an operational LNG locomotive.);

  2. City of Los Angeles Contract #99012, which provided $71,455 for a bike patrols for clean air project; and

  3. City of Palm Desert Contract #99021, which provided $35,000 for CNG street sweepers.

All final reports are filed in the AQMD's Library.

Contract Modification Requests

The MSRC took the following unanimous actions on two contract modifications at its July 27 meeting:

  1. Approved a three-month contractual term extension for Omnitrans Contract #96037, which provides $1,315,524 for the purchase of 19 CNG transit buses. This extension was approved to allow additional time for the MSRC to consider a request by Omnitrans to use residual funds towards the purchase of additional buses.

  2. Approved a one-year contractual term extension, substitution of vehicles, and a reduction in contract value for City of Santa Monica Contract #99028, which provides $739,978 towards the incremental cost of 22 heavy-duty CNG vehicles.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1994-95 through the present. This Contract Administrator Report is attached for your information (Attachment 2).
