This report highlights the October 2000 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications.

The following report reflects the activities of the Public Affairs Office for the month of October. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

As of March 2000, the AQMD has met the objectives of the Environmental Justice Initiatives. Policies and Procedures are in place to address the Environmental Justice concerns of communities and individuals.

ACTIVITY

  1. Town Hall Meetings

A Community Meeting on CENCO Refinery was held in the South Whittier area on Tuesday, October 17, 2000 at South Whittier Intermediate School located at 13243 E. Los Nietos Rd., Whittier. About 200 people attended.

  1. Ambient Monitoring of Air Toxics

MATES-II and Microscale Study:

  • Completed.
  1. Community Response Teams

Boyle Heights
Microscale Study in Boyle Heights is completed and a Community Update was held on October 23, 2000.

City of Industry
Staff met with the Superintendent of Basset Unified School District regarding industry operating near Torch Middle School. There is an aluminum recycling facility located next to the school and the community is concerned about pollution.

Compton
An Order of Abatement hearing was held in the city of Compton on Saturday, October 28th for Crumb Rubber Manufacturing. AQMD received testimony from the Compton Town Hall Meeting. Several Notices of Violation were issued in August.

LAX
UCLA Medical School is conducting an asthma awareness program in conjunction with AQMD air monitoring data. This program is designed to assist children with asthma within the immediate LAX area.

COMMUNITY EVENTS/PUBLIC MEETINGS

Each year, thousands of AQMD customers receive tips on reducing their exposure to smog and its health effects; information on ways to participate in AQMD rule and policy development; and assistance in resolving air quality-related problems through events and meetings which AQMD sponsors alone or with others. AQMD receives dozens of requests each month from trade associations, chambers of commerce and community-based groups, as well as schools, hospitals and health-based organizations, requesting a District staff member to speak on a variety of air quality-related issues. In turn, the District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

County government: County Internal Services utility power procurement official requested a legal opinion on District’s policy in regulating emergency power generating equipment to be used under the voluntary power reduction situations requested by power suppliers during periods of severe power shortage. Staff will work with permitting/compliance staff to provide the County with clear regulatory policy regarding the operation of emergency equipment.

Interagency/Business Outreach: Participated in a meeting hosted by Cal/EPA regarding the South Orange County Permit Consolidation Zone.

Small dry cleaner: Operating without a permit. Conducted an on-site consultation and explained the permitting requirements for a perc dry cleaning machine.

Manufacturer: Manufactures add-on emissions control systems for non-compliant diesel engines. Visited the facility to research feasibility for helping numerous existing non-compliant emergency engines to achieve compliance with District requirements.

Auto body shop: Translated two public notices to Spanish. They are required because paint spray booths are located within 1,000 feet of two schools. The notices will be distributed to the schools and the surrounding residents.

Iron works: Provided on-site bilingual Spanish assistance on required forms, fees and rules for metal coating operation.

Small dry cleaner: Referred from California Cleaners Association of Dry Cleaners & Launderers. Staff initiated the review of a violation penalty settlement case in the amount of $6,000. Working with District Prosecutor and Enforcement staff discovered an error in the excess emissions calculation. As a result of this investigation, the penalty for this violation was re-assessed in the amount of $500.

Pump equipment manufacturer: Uses specialty coating with high operating temperature requirement. Provided assistance determining the VOC limit compliance requirements.

Gas station: Failed required pressure decay tests on the vapor recovery system with no prior equipment problem warnings or indication. Provided assistance petitioning for an emergency variance to allow the business to continue to operate while making necessary repairs for a re-test.

Gas station: Received a Notice to Comply for operating fuel-dispensing equipment without a permit. Assisted in filling out application forms and explained fees and Rule 461 requirements.

Local school district: Conducted an on-site consultation meeting and advised ways to achieve compliance with AQMD requirements for an existing old emergency engine.
