This report highlights the October 2000 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications.

The following report reflects the activities of the Public Affairs Office for the month of October. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

As of March 2000, the AQMD has met the objectives of the Environmental Justice Initiatives. Policies and Procedures are in place to address the Environmental Justice concerns of communities and individuals.

INITIATIVE	ACTIVITY
Town Hall Meetings	A Community Meeting on CENCO Refinery was held in the South Whittier area on Tuesday, October 17, 2000 at South Whittier Intermediate School located at 13243 E. Los Nietos Rd., Whittier. About 200 people attended.
Ambient Monitoring of Air Toxics	MATES-II and Microscale Study: Completed.
Community Response Teams	Boyle Heights Microscale Study in Boyle Heights is completed and a Community Update was held on October 23, 2000. City of Industry Staff met with the Superintendent of Basset Unified School District regarding industry operating near Torch Middle School. There is an aluminum recycling facility located next to the school and the community is concerned about pollution. Compton An Order of Abatement hearing was held in the city of Compton on Saturday, October 28th for Crumb Rubber Manufacturing. AQMD received testimony from the Compton Town Hall Meeting. Several Notices of Violation were issued in August. LAX UCLA Medical School is conducting an asthma awareness program in conjunction with AQMD air monitoring data. This program is designed to assist children with asthma within the immediate LAX area.

Environmental Justice Task Force	Completed.
City of Los Angeles Environmental Justice Forum	Completed.
Diesel Fuel Clean-Up Incentives	Conduct Public Education and Outreach AQMD will report on procedures for calculating toxic reduction from Vehicle Emissions at the November 17th Governing Board Meeting. Rule 1191 - Staff will report on the State-of-the-Science for Medium-Duty Diesel-Powered Vehicles.
Field Inspection Technology	Completed.
Portable Equipment Permitting	Completed.
Public Comment, Rules 1401 and 1402	Completed.

COMMUNITY EVENTS/PUBLIC MEETINGS

Each year, thousands of AQMD customers receive tips on reducing their exposure to smog and its health effects; information on ways to participate in AQMD rule and policy development; and assistance in resolving air quality-related problems through events and meetings which AQMD sponsors alone or with others. The following describes the activities undertaken during October.

10/3	Districtwide	Spoke with staff member from ARB who requested a copy of AQMD report on Museum Project partnerships. ARB is interested in pursuing similar partnerships with museum education staff to promote clean air issues.
10/5	Los Angeles	Met with representatives of UCLA Medical School regarding asthma care for school children near Los Angeles International Airport. They will model asthma occurrences based on AQMD air monitoring data.
10/5	Los Angeles	Staffed an information table and distributed outreach literature at Los Angeles Department of Water & Power Rideshare Day in Downtown Los Angeles.
10/5	Orange	Staffed information table and distributed outreach material at the Environmental Education Fair at the Santa Ana Zoo sponsored by the Orange County Chapter of the California Regional Environmental Education Community Network. About 200 Orange County public school teachers attended.
10/10	Out of basin	Spoke with San Joaquin Valley Air Pollution Control District regarding our Adopt-A-School Bus program. They are interested in how the program will be administered. Forwarded the Foundation flyer and Board letter establishing the program.
10/14-15	San Bernardino	Staffed information table at California Indian Conference at Chaffey College. About 500 people attended, including Native Americans, academicians, students and community members.
10/17	Los Angeles	Hosted, organized and staffed community town hall meeting on CENCO Refinery in Santa Fe Springs.
10/19	Orange	Coordinated and participated in a Focus Group session soliciting input from the community regarding Proposed Rule 1133 – Emission Reductions from Composting Operations.
10/23	Los Angeles	Attended meeting of Boyle Heights Mejoramiento Community Group to present findings of Boyle Heights Microscale study. Also discussed future air quality monitoring scheduled by ARB in the same community.
10/24	Orange	Spoke with staff member from ALA Orange County regarding American Thoracic Society International Conference scheduled for May 2001 in San Francisco. Conference will include a session on Air Pollution & Children’s Health and organizers have requested a speaker from AQMD to discuss Children’s Air Quality Agenda.
10/25	Los Angeles	Hosted, organized and staffed 12th Annual Clean Air Awards Ceremony at the Regal Biltmore Hotel. About 400 people attended.
10/26	Los Angeles	Staffed information table and distributed outreach literature at Annual Wellness Fair at Cal Poly Pomona attended by more than 3,000 students.

AQMD receives dozens of requests each month from trade associations, chambers of commerce and community-based groups, as well as schools, hospitals and health-based organizations, requesting a District staff member to speak on a variety of air quality-related issues. In turn, the District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities handled during October.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

10/3	Los Angeles	Neon sign company: Proposing to operate a spray booth for metal and plastic coatings. Conducted an on-site visit to assist applicant with recordkeeping and Rule 1107 and 1145 requirements.
10/3	Los Angeles	Local city school district: Consulted with emergency officials on District’s rules and permitting requirements for emergency engines.
10/4	Orange	Hispanic Chamber of Commerce, Orange County: Minority Enterprise Development Breakfast. Network and business outreach regarding assistance programs and exposure to upcoming AQAF. Keynote speakers were: Senator Dunn and Assemblymen Campbell, Corea and Maddox.
10/4	Los Angeles	County government: County Internal Services utility power procurement official requested a legal opinion on District’s policy in regulating emergency power generating equipment to be used under the voluntary power reduction situations requested by power suppliers during periods of severe power shortage. Staff will work with permitting/compliance staff to provide the County with clear regulatory policy regarding the operation of emergency equipment.
10/5	Orange	Interagency/Business Outreach: Participated in a meeting hosted by Cal/EPA regarding the South Orange County Permit Consolidation Zone.
10/5	Los Angeles	Small dry cleaner: Operating without a permit. Conducted an on-site consultation and explained the permitting requirements for a perc dry cleaning machine.
10/5	Ventura	Manufacturer: Manufactures add-on emissions control systems for non-compliant diesel engines. Visited the facility to research feasibility for helping numerous existing non-compliant emergency engines to achieve compliance with District requirements.
10/5	Los Angeles	Auto body shop: Translated two public notices to Spanish. They are required because paint spray booths are located within 1,000 feet of two schools. The notices will be distributed to the schools and the surrounding residents.
10/5	Los Angeles	Iron works: Provided on-site bilingual Spanish assistance on required forms, fees and rules for metal coating operation.
10/6	Los Angeles	Internet provider: Facility needs emergency back-up power. Explained AQMD rules and permitting requirements for this equipment.
10/6	Los Angeles	Interagency/Business Outreach: Participated in a meeting hosted by Cal /EPA Business Revitalization Center regarding several upcoming City of Los Angeles Projects.
10/10	Los Angeles	Auto dealership: Assisted facility in reviewing their proposal to change their solvent-cleaning operations to water-based cleaners.
10/10	Los Angeles	Small dry cleaner: Referred from California Cleaners Association of Dry Cleaners & Launderers. Staff initiated the review of a violation penalty settlement case in the amount of $6,000. Working with District Prosecutor and Enforcement staff discovered an error in the excess emissions calculation. As a result of this investigation, the penalty for this violation was re-assessed in the amount of $500.
10/17	Los Angeles	Pump equipment manufacturer: Uses specialty coating with high operating temperature requirement. Provided assistance determining the VOC limit compliance requirements.
10/17	San Bernardino	Gas station: Failed required pressure decay tests on the vapor recovery system with no prior equipment problem warnings or indication. Provided assistance petitioning for an emergency variance to allow the business to continue to operate while making necessary repairs for a re-test.
10/18	Riverside	Gas station: Received a Notice to Comply for operating fuel-dispensing equipment without a permit. Assisted in filling out application forms and explained fees and Rule 461 requirements.
10/18	Los Angeles	Local school district: Conducted an on-site consultation meeting and advised ways to achieve compliance with AQMD requirements for an existing old emergency engine.
10/19	Orange	Business Outreach: Hispanic Chamber of Orange County, follow-up on the "Business Without Borders Conference." Provided technical/business assistance in English and Spanish.
10/19	Los Angeles	Garden furniture manufacturer: Proposing to install two additional spray booths. Discussed permit requirements, exemptions, fee and recordkeeping. Advised of need for obtaining offset credits to increase VOCs.
10/24-27	All counties	Rule 222 boiler and water heater public notice. Assisted numerous companies with rule applicability and requirements.
10/25	Orange	General building contractor: Explained applicable District rules and provided an application package for Permit to Operate for an emergency internal combustion engine.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues.

10/26	San Bernardino	Attended Baldy View Public/Private Coalition (CLOUT) Meeting. Discussed the status of the Rule 1190 series rules and alternative fuel infrastructure funding with elected officials, staff, and Chamber of Commerce members from Upland, Chino, Rancho Cucamonga, Claremont, Chino Hills, Ontario, and San Bernardino County.
10/26	Orange	Attended Orange County Council of Governments (OCCOG) Board Meeting. Participated in a discussion regarding the possibility of OCCOG applying for DOE "Clean Cities" designation.
