SYNOPSIS: 

The Mobile Source Committee met Friday, December 1, 2000. Following is a summary of that meeting.

Attendance

The meeting started at 9:10 a.m. Present: Committee Chair Cynthia Coad, Committee Vice Chair Roy Wilson, and Committee Members Jane Carney, Ron Loveridge (arrived at 9:20 a.m.), and Jon Mikels. Absent: Committee Member Norma Glover. The attachment is an attendance roster.

INFORMATION ITEMS:

  1. Rule 2202 – On-Road Motor Vehicle Mitigation Options
    Staff advised the Committee that this item is postponed and will be presented to the Committee at a later date.

  2. Status Report on 1999 SIP Implementation
    Staff provided a status report on the 1999 SIP implementation. Under the SIP commitments for Year 2000, three key items have to be accomplished: 1) six control measures to be brought before the Governing Board; 2) 10 tons per day (TPD) of VOC emission reductions with specified implementation schedules; and 3) implementation of CARB’s All Feasible Measures. Out of the six control measures, four have been adopted; one (PAR 442) is scheduled for the Governing Board’s action at the December meeting; and one has actually been advanced from next year. Two measures, however, have to be delayed: PR 1132, and PR 1138.1, due to complexity of PR1132, and infeasibility findings on PR1138.1. Continued technology testing will be conducted for the development of PR1138.1. With the adoption of these five measures, including PAR 442 (if adopted in December by the Governing Board), 22.9 TPD of VOC emission reductions will be achieved, far exceeding the commitment of 10 TPD for this year. With regard to the implementation schedule, in many cases staff is advancing the compliance dates as indicated in the SIP. Two specific amended rules have brought about full compliance with CARB’s All Feasible Measures this year. Commitments for the upcoming year include: 1) one control measure for the Governing Board’s consideration – for this staff will look at the large fugitive sources covering refinery and chemical plants; and 2) 1 TPD of VOC emission reductions. Staff will continue to solicit ideas for the development of additional control measures and conduct extensive studies on refinery source categories as part of the settlement agreement.

  3. Report on Measurements of PM10 at Mira Loma
    Staff reported that at the November Board meeting residents from Mira Loma expressed concerns about increased truck activities in that area. Mira Loma is one of CARB’s Children Health Study sites. In response to these concerns, staff provided a brief report on the measurements of PM10 at Mira Loma. Routine PM10 measurements in the South Coast Air Basin show that generally high PM10 levels occur in the Inland Empire area. The highest levels, above 70 ug/m3, are centered at Rubidoux, and include Mira Loma, which is west of Rubidoux. Both of these sites are close to the 60 Freeway, with school activities close by. Staff has been using the TEOM analyzers for measurements and the results show that the PM10 levels at both sites are pretty close, with a slightly higher level at Mira Loma. Staff has obtained data from CARB for comparison. However, the elemental carbon data from CARB’s Children’s Health Study is not comparable to the MATES-II/AQMD data because of the experimental nature of the CARB instruments. Therefore, staff will install AQMD’s own instrument at Mira Loma to take PM10/carbon measurements. Samples will then be compared to similar measurements taken at Rubidoux. A report on the results should be ready in February/March next year and will be presented to the Committee at that time. In response to Committee Member Jane Carney’s request, staff will also include measurements at other nearby areas.

  4. Status Report on Fleet Rule 1195
    An update on the development of PR 1195 was provided. There are several issues relating to implementation. These include: Purchases of used school uses; costs associated with purchases of alternative-fuel school buses; and infrastructure needs. Current staff activities include: development of school bus population data; initiation of technical studies on the efficacy of after-treatment control devices; identify funding sources. Possible funding sources are: statewide school bus program; SCAQMD Adopt-a-School Bus Program; MSRC funding; other State funds. An inventory of school buses shows that half of the school buses are owned by school districts and half by private providers, and out of a total of 8,545 school buses, 7,978 are diesel buses. Currently staff is conducting a school bus demonstration program and a program for durability evaluation of retrofits. Staff also reported on proposed rule concepts and rule exemptions. A working group meeting has been scheduled for December 14, 2000 and a public workshop tentatively for January 9, 2001. Currently the rule is scheduled for the Governing Board’s consideration at the March, 2001 meeting.

    Bob Nicksin of Sempra Energy made a public comment recommending that school districts do not need to have a "fast-fill" refueling station, and "slow-fill" systems such as the Fuel-Maker System would be more appropriate and cost-effective for refueling.

  6. Monthly Report on Environmental Justice Initiatives

  7. Other Business
    Committee Member Jane Carney requested that a written report on the Procedure to calculate equivalent toxic risk of vehicle emissions be provided to the Committee within the next two months.
