Execute Contract for Marine Vessel Emission Testing Services and Technical Assistance/Due Diligence Investigation of Proposed Carl Moyer Program Awardees - Marine Vessels
SYNOPSIS:
On May 19, 2000 the Board approved the release of an RFQ to provide technical assistance to the Technology Advancement program for conducting marine vessel emission testing services and due diligence investigation of proposed Carl Moyer Program Awardees for marine vessels. All submittals have been reviewed and staff recommends executing a contract with Seaworthy Systems. Total project cost is $50,000 from the Clean Fuels Funds.

Authorize the Chairman to execute a contract with Seaworthy Systems, Inc. to perform marine vessel emission testing and technical assistance/due diligence investigation of proposed Carl Moyer Program Awardees for Marine Vessels, in an amount not to exceed $50,000 from the Clean Fuels Funds.

Background
The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) was established to provide funding assistance for the incremental cost of cleaner heavy-duty vehicles, off-road vehicles and equipment, marine, and locomotive engines. The ARB is administering the overall program effort and has developed the program requirements and criteria. Local air districts administer project funding. The AQMD has been allocated $8,550,000 in FY1999-00 Carl Moyer Funds.
At its February 2000 meeting, the Governing Board approved the re-issue of RFP #9900-06 Appendix 4 - Marine Vessels for the Carl Moyer Memorial Air Quality Standards Attainment Program to solicit projects for low-emission marine and port applications. New engines, re-powers and retrofits are allowed within the program. At the May 19, 2000 meeting, the AQMDs Governing Board approved the release of RFQ #2000-14 to solicit statements of qualifications from individuals and organizations potentially capable of providing emissions testing services and technical assistance in conducting due diligence investigation of application information supplied for marine vessels under the Carl Moyer Memorial Air Quality Standards Attainment Program. A total of $50,000 in funding was made available for this work from the Clean Fuels Funds.

In accordance with the AQMDs consulting and contracting policies, a public notice advertising the RFQ and inviting applications will be published in the following publications:
Additionally, potential vendors will be notified utilizing the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMDs own electronic listing of certified minority vendors; and AQMD Purchasings mailing list. Notice of the RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMDs Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMDs bidders 24-hour telephone message line (909) 396-2724.
Bid Evaluation
Six proposals were received by the closing date. They were from Seaworthy Systems, Inc., ArrowTek, Peterson Environmental Services, Dinh Tim and Associates, Invicta Marine Ltd., and Engine Fuel, and Emissions Engineering, Incorporated. The proposals were reviewed and evaluated according to established AQMD guidelines, using technical criteria outlined in the RFP. Attachment A summarizes the evaluation of the proposals. The total attainable score for technical criteria was a maximum of 100 points. The proposals were also evaluated for a maximum of 15 additional points for small business, DVBE, small business or DVBE joint venture, use of small business or DVBE subcontractors, and local business.
The four-member RFQ evaluation panel consisted of AQMD staff: two Program Supervisors and two AQ Specialists; one African American, one Caucasian, and two Hispanic; three males and one female Based on the unanimous decision of the evaluation panel using this selection process, Seaworthy Systems, Inc. is recommended for award.
Qualifications
Seaworthy Systems, Inc.s technical qualifications best meet the needs of the AQMD as described in the RFQ for conducting marine vessel emission testing services and due diligence investigation of proposed Carl Moyer Program Awardees for marine vessels
Seaworthy Systems, Inc. is an ISO certified marine systems design, engineering and naval architectural firm. They have provided extensive services to the marine industry, including application of EPA, ARB and International Maritime Organization (IMO) emissions regulations to marine diesel engines; developed engine emissions testing protocols and review and analysis of test results; vessels and system operational maintenance and repair evaluations, vessel main and auxiliary engine replacement logistic and economic analyses; hull, mechanical and electrical systems engineering and a variety of other related engineering discipline and specialty services. Their clients include NOAA, Military Sealift Command, Naval Sea Systems Command, U.S. Maritime Administration, U.S. Army, U.S. Coast Guard, numerous domestic and foreign commercial shipping companies, engine builders and equipment manufacturers. They also provided technical assistance and due diligence investigation services to the AQMD for evaluating marine applications for the FY 1998-1999 Carl Moyer Program.
Staff proposes that the AQMD enter into an agreement with Seaworthy Systems, Inc. for $50,000.
Benefits to AQMD
AQMDs Clean Fuels Program has been active in funding the development and demonstration of low emission, alternative fuel technologies within its Technology Advancement Office. The AQMD has also supported a number of activities directed to commercialization of low-emission alternative fuel technologies. The successful implementation of the Carl Moyer Program is a direct result of these Technology Advancement activities. The proposed contract will have significant impact on the implementation of lower-emission technology in marine vessels with significant emission benefits for many years. Once completed, the due diligence investigation will help expedite total NOx reductions from the awardees of over 120 tons per year.
Resource Impacts
The proposed project is included in the March 2000 update of the Technology Advancement Plan under Project 2000M1-1 Clean Fuels Program Match for Carl Moyer Memorial Air Quality Standards Attainment Program. Sufficient funds are available from the Clean Fuels Program Fund established as a special revenue fund resulting from the state-mandated Clean Fuels Program. The Clean Fuels Program, under Health and Safety Code Sections 40448.5 and 40512 and Vehicle Code Section 9250.11, establishes mechanisms to collect revenues from mobile sources to support projects to increase the utilization of clean fuels, including the development of the necessary advanced enabling technologies. Funds collected from motor vehicles are restricted, by statute, to be used for projects and program activities related to mobile sources that support the objectives of the Clean Fuels Program.
