PROPOSAL:

Establish Lists of Prequalified Vendors to Provide Mailing Services, Automotive Mechanical Repair and Services, and Unleaded Fuel

SYNOPSIS:

On August 18, 2000, the Board approved the release of RFQs for mailing services, automotive mechanical repair and service, and unleaded fuel. This item is to establish lists of prequalified vendors from which purchases are made for these services and supplies for a two-year period.

RECOMMENDED ACTION:

Approve the list of prequalified vendors for mailing services, automotive mechanical repair and service, and unleaded fuel, included in Attachment A, for a two-year period.

Background

On August 22, 2000, the AQMD released RFQs #Q2001-04 – mailing services, #Q200103 - automotive mechanical repair and service, and #Q2001-05 - unleaded fuel, to establish lists of prequalified vendors from which these services and supplies will be purchased over a two-year period. The current approximate annual expenditures for each category are as follows: mailing services, $70,000; automotive mechanical repair and service, $184,000; and unleaded fuel, $106,000. These services and supplies are purchased routinely to support operational needs of the AQMD.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFQs and inviting bids were published in the following publications:

Additionally, potential bidders were identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notices of the RFP were mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

Bidding closed at 2:00 p.m. on September 22, 2000. The responses were quantified as follows:

RFQ #Q2001-04 – Two of five responding vendors were disqualified for not attending the mandatory bidder’s conference held on September 7, 2000. Two of the remaining three responses evaluated met the minimum requirements as defined in the RFQ for placement on the list of prequalified vendors for mailing services.

RFQ #Q2001-03 - Ten of 12 responding vendors met the minimum requirements for placement on the list of prequalified vendors for automotive mechanical repair and service as defined in the RFQ.

RFQ #Q2001-05 – The two responding vendors met the minimum requirements as defined in the RFQ and are recommended for placement on the list of prequalified vendors for unleaded fuel.

Panel Composition

The panel for RFQ #Q2001-04 consisted of three AQMD staff - two Senior Public Information Specialists and a Mail Subscription Supervisor. Of these three panelists, two are male and one is female; one is African American, one Caucasian and one Hispanic.

The panel for RFQ #Q2001-03 consisted of three AQMD staff – two Fleet Worker IIs and one Fleet Worker I. Of these three panelists, all three are male; one is African American, one is Caucasian and one is Hispanic.

The panel for RFQ #Q2001-05 consisted of three AQMD staff– two Fleet Worker IIs and one Fleet Worker I. Of these three panelists, all three are male; one is African American, one is Caucasian and one is Hispanic.

Resource Impacts

Sufficient funds have been appropriated in the FY 2000-01 Budget.
