Execute Contracts for Short- and Long-Term Systems Development and Support Services
SYNOPSIS:
On October 8, 1999, the Board approved an RFP to obtain short- and long-term systems development services. This action is to execute contracts with Majesco Software, R Systems Inc., and Sierra Cybernetics to obtain these services on a task order basis. Executing contracts with three bidders provides a pool of well-qualified professionals who have demonstrated their understanding of and expertise in meeting agency needs and enables AQMD to obtain cost-effective and technically responsive support. Funds for these services ($300,000) are included in the FY 1999-00 Budget.

Authorize the Chairman of the Board to execute contracts for systems development services with Majesco Software in the amount of $100,000; R Systems Inc. in the amount of $100,000; and Sierra Cybernetics in the amount of $100,000.

Background
On October 8, 1999, the Board approved the release of RFP #9900-08 for System Development and Support Services. The requested services include both routine system maintenance of functional systems as well as enhancements to existing systems and new system development. Additional development efforts are needed to enhance system functionality and to provide AQMD staff with additional automation for improving productivity. At the same time, Information Management is developing and/or acquiring systems capable of efficiently implementing new and evolving rules and programs such as Permit Streamlining, Title V Federal Permit Operating Program (Title V), and New Source Review (NSR).

In accordance with the AQMDs consulting and contracting policies, a public notice advertising the RFQ (RFP) and inviting bids was published in the following publications:

Additionally, potential bidders were identified using the Los Angeles County MTA, and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMDs own electronic listing of certified minority vendors; and AQMD Purchasings mailing list. Notices of the RFP/RFQ were mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMDs Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMDs 24-hour telephone message line for bidders (909) 396-2724.
Bid Evaluation
One hundred twelve copies of the RFP were mailed out and 47 people, representing 33 firms, attended the bidders conference held on October 27, 1999. Eight bids were received in response to the RFP when final bidding closed at 5:00 p.m. on November 19, 1999. Of the eight bids, two were from certified women-owned and minority-owned business enterprises, one was from a certified disabled veteran-owned business enterprise, and one was from a certified small business enterprise.
Attachment 1 reflects the evaluation of the bids and the respective rating/costs for vendors who submitted bids. Of the responsive bids, three were rated technically qualified to perform the work identified in the RFP, and all bidders proposed comparable labor rates. Staff recommends that the Board executes task order contracts (each with the option to renew for two one-year periods) for systems development and support services with Majesco Software, R Systems Inc., and Sierra Cybernetics. Staff believes that awarding multiple contracts will better meet AQMD needs and requirements. This will enable the AQMD to have a pool of well-qualified professionals who have demonstrated their understanding of and expertise in system maintenance and development tasks.
Panel Composition
The panel consisted of a Supervising Systems Analyst from the Bay Area AQMD, an Engineering and Compliance Manager, a Contracts and Procurement Manager, two Technology Implementation Managers, and an Air Quality Engineer II. Of these six panelists, two are female, four are male; one is African American, one is Asian/Pacific Islander, and four are Caucasian.
Resource Impacts
Funds for these services in the amount of $300,000 are included in the approved FY 1999-00 Budget.
