The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes which occurred since last month’s forecast are summarized. The current schedule reflects the staff’s court filing for the lawsuit brought by environmental groups relative to the 1994 Air Quality Management Plan. However, the rulemaking schedule contained herein is subject to change based on the outcome of the litigation. Some measures may need to be delayed to allow room to incorporate additional measures that may be ordered to be implemented by the court in the SIP litigation case.

Under the California Health & Safety Code Section 40447.6, the AQMD may, subject to the approval of the state board, adopt regulations that specify the composition of diesel fuel manufactured for sale in the District. The proposed amendments are designed to lower the sulfur content in diesel fuel, thereby enhancing the performance of after treatment technologies employed by diesel engines.

RECLAIM

Proposed revisions will address New Source Review issues for construction projects necessary to comply with federal and state laws such as the Phase III reformulated gasoline project. The proposed revisions will also address any emissions, enforcement, trading, monitoring, reporting and recordkeeping issues identified by the Governing Board as necessary to meet the requirements of Health and Safety Code Section 39616.
