PROPOSAL: 

Set Public Hearings March 17, 2000 to Consider Amendments and/or Adoption to AQMD Rules and Regulations

SYNOPSES: 

(A) Rule 1150.1 - Control of Gaseous Emissions from Municipal Solid Waste Landfills. The proposed amendments to Rule 1150.1 incorporate, by reference, the State Integrated Waste Management Board’s regulations that specify requirements for final landfill covers. The proposed amendments will fully achieve the air quality objective of Control Measure 99#WST-04 that seeks to reduce VOC emissions from VOC-contaminated wastes. The proposed amendments are administrative and intended to be limited in scope. (Review: Stationary Committee on January 28, 2000.)

(B) Rule 1401 - New Source Review of Toxic Air Contaminants and Rule 1402 - Control of Toxic Air Contaminants from Existing Sources. Rule 1402 is directed toward reducing risk from toxic air contaminants from existing stationary sources. Proposed changes will lower the threshold for risk reduction and accelerate the time to make reductions unless specific technical or economic criteria are met. PAR 1402 identifies industries that will be required to submit inventories in three years unless a specific rule is adopted. The proposal adds a cancer burden threshold, additional inventory and public notification requirements, and other changes to improve rule effectiveness, remove duplicative requirements, and improve public health. RECOMMENDED ACTION:

Set Public Hearings March 17, 2000 to amend Rules 1150.1, 1401 and 1402.
