Adopt Resolution Supporting Railhaul of Non-Hazardous, Non-Recyclable Solid Waste to Distant, Environmentally Sound Landfills
SYNOPSIS:
The Board will consider adopting a Resolution supporting railhaul of non-hazardous, non-recyclable solid waste to distant, environmentally sound landfills. Urban landfills located close to homes and businesses are a documented source of nuisance odors, impacting the quality of life for many individuals. Long distance railhaul disposal of appropriate waste will alleviate these problems.

Consider approval of the attached Resolution supporting railhaul of non-hazardous, non-recyclable solid waste to distant, environmentally sound landfills.

Background:
Over the last year and one-half at AQMD-conducted Town Hall Meetings, the issue raised most frequently by participants related to local impacts from landfill operations. Members of the public have spoken passionately and frequently about their frustration related to odors and air pollution effects. Board Member Mee Lee has requested that the Governing Board consider adoption of the attached Resolution concerning railhaul of non-hazardous, non-recyclable solid waste to distant, environmentally sound landfills. The Resolution would express Board support of timely implementation of railhaul to environmentally sound landfills outside of heavily populated areas and urge the Los Angeles County Sanitation District to adopt policies that result in the earliest possible implementation of railhaul strategies (i.e., to begin limited railhaul operation within a year and attempting to include all non-hazardous, non-recyclable waste in five years). Board Member Lee and staff will be prepared to respond to any questions from the Governing Board or the public during discussion of the item.
