This report highlights the November 1999 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications.

The following report reflects the activities of the Public Affairs Office for the month of November. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

INITIATIVE

ACTIVITY

1. Town Hall Meetings

• An Outreach 2000 Meeting was held on Nov. 16, 1999 to receive input from business and community-based organizations on ways to simplify the MATES II information as we begin the next phase of the Town Hall meetings. Also discussed were ways to reach a broader audience and tools to use to make the information relevant to both the community and businesses. The first Town Hall Meeting, to report on the MATES II findings, is tentatively scheduled for Thursday, January 20, 2000 in Anaheim.

2. Ambient Monitoring of Air Toxics

MATES-II and Microscale Study:

• Completed. Draft Final MATES II Report presented at November Governing Board meeting. There is a 90-day comment period. The final report will be presented to the Governing Board at their February 2000 meeting.

3. Community Response Teams

Alhambra
Community is requesting a permit appeal hearing for Wondries Collision Center. A legal briefing schedule has been set and a Public Hearing tentatively scheduled for January 18, 2000.

CENCO Refining Company
AQMD staff will ask the Hearing Board to extend the Order of Abatement for CENCO Refinery for another year. Public notices have been sent to residents surrounding the facility.

LAX - Inglewood/Lennox
To identify sites for expanded air monitoring, 23,000 postcards were mailed on December 1, 1999 to area residents. AQMD staff to participate in a joint committee with USEPA, Federal Aviation Administration, California Air Resources Board and the City of Inglewood to look at the health effects of aircraft pollution.

7. Diesel Fuel Clean- Up Incentives

Support Funding Incentives
The Carl Moyer Air Quality Incentive Program, is progressing. Another AQMD RFP for the Moyer Program was released September 10, 1999 with proposals due January 11, 2000.

10. Public Comment,
Rules 1401 and 1402

Public Comment for Rules 1401 & 1402 is on-going.
• Rule 1401 will change as the state updates risk values or adds new chemicals.

• Rule 1402 - Comprehensive amendments are being developed for the March 2000 Board meeting. The Air Toxics Control Plan is tentatively scheduled for the March 2000 Governing Board.

The District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities during November.

Hosted a 10-member delegation of policymakers from seven southeast Asian countries, participating in a study tour hosted by the U.S.-Asia Environmental Partnership. Met with Public Advisor and Monitoring & Analysis staffs for a general air quality overview and a tour of the lab.

An earth science lab class from Fullerton College visited with Public Affairs and Monitoring & Analysis staffs for an air quality overview and a tour. Joining them was the Environmental Protection Officer with the Hong Kong Environmental Protection Department, who met with Planning & Policy and Engineering & Compliance staffs on rule development and RECLAIM issues.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

Dry cleaning facility: Provided this new business a permit application package, advised them of fees and assisted in the completion of forms. Also provided and explained Rule 1421 and issued a clearance letter.

Office furniture manufacturer: Assisted company to come into compliance so that Notice of Violation could be settled. Staff visited facility several times and worked with management to obtain compliant spraying equipment and to apply for new permits on spray booths which had been modified.

Auto body shop: New owner wanted to do change of ownership on permits for spray booths and prep stations. Staff met with management and advised that in addition to change of ownership, company would have to apply for modifications to two of the spray booths. Assisted with applications.

Furniture repair: Start-up facility has a spray booth and furniture stripping equipment without permits, and requested assistance. Staff conducted on-site visit to assist applicant in completing application permits and recordkeeping requirements.

Participated in Hispanic Chamber of Commerce, Orange County, event: "Business Finance Forum". Exposure of upcoming AQAF to lenders and Small Business Development Centers.

Staff provided assistance in completing permit application for sandblasting equipment for local museum.

Screen printer: Company recently expanded production and wanted to apply for permits for screen printing machines and ovens which will no longer be exempt. Staff visited facility and assisted in completing applications.

Participated in "Public Consultation Meeting" to inform and solicit comments from the public and affected industries regarding the proposal to streamline recordkeeping requirements.

Out-of-state wood furniture manufacturer: Plans to locate operation in SCAQMD. Referred by Inland Empire Permit Assistance Center. Provided assistance applying for permits.

Small dry cleaning facility operating machinery without a valid permit: Conducted an on-site consultation meeting and explained District rules and permitting requirements. Also provided assistance completing permit applications.

Auto body shop: Submitted an application for a spray booth. Assisted in filling out application forms and contacted engineer from permitting group to expedite the application under Rule 301 (y).

Auto repair and services: Referral from a fire department. Company is still using a solvent-based parts washer. Contacted the company, explained Rule 1171 requirements, and provided a list of water-based products/equipment.

Auto body shop: This company received a Notice of Violation and, as part of a settlement with our CPO, was required to attend a Compliance Promotion Class. Staff gave the class at their shop to facilitate hands-on training. Conducted in Spanish.

Electrical parts insulation material manufacturer: Planning to relocate. Conducted an on-site consultation and provided assistance in completing equipment relocation permits applications.

Pre-stained building siding panels: Facility anticipates being in violation of the new Rule 1104 requirements in Jan. 2000. Conducted an on-site consultation meeting and provided assistance to the company in preparing and completing the petition for a variance.

Roofing company: Needed assistance regarding permit issues and was a referral from the District CPO. SBAO staff provided, explained and assisted in the completion of the applications.

Nickel/copper plating facility: Provided assistance in explaining the permitting requirement, including BACT, T-BACT and permit application processes for the plating equipment.

Office building: High-rise office building requested assistance in permitting expired permits for boilers, fire pumps and emergency generators. Staff provided facility fee information and explained application forms.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues. Additionally, staff administers the AB 2766 Subvention Fund Program.

Attended CENCO Community Meeting called by Norwalk City Councilmember Rudy Bermudez at the Norwalk City Sports Complex. A representative from CENCO gave a brief presentation to community members who live in the neighborhood near the facility.

The motion calls for the City of Los Angeles to prepare a report (within 60 days) on the feasibility of conversion or replacement of all city-owned diesel vehicles to a clean fuel system. Another motion was made concerning the mitigation of the air quality impacts caused regarding Sunshine Canyon Landfill.
