SYNOPSIS:
The Stationary Source Committee met Friday, December 17, 1999. Following is a summary of that meeting. The next meeting will be January 28, 2000, at 10:30 a.m., in Conference Room GB.

The meeting began at 11:15 a.m. Present were Jon Mikels acting for Committee Chair Mee Hae Lee, and Leonard Paulitz. Absent were Norma Glover and Ron Loveridge.
DISCUSSION ITEMS
ERC Transfer- Inter-District ERC transfer to the Antelope Valley Air Pollution Control District This item was delayed one month.

The Committee acknowledged the summary report attached to the agenda.
Status of Environmental Justice Initiative #10: Rules 1401 and 1402 Jill Whynot, Manager of Planning, Rule Development & Area Sources, gave a status update on EJ #10. A public workshop on Rule 1402 was held on December 8, 1999. Some of the comments received were from environmental groups and community representatives who requested the rule be made more stringent by lowering the threshold to at least 10 in a million. The current staff proposal was 25 in a million at that time. Staff is considering a change based on these comments. Several industry groups were concerned that lowering the threshold to 25 in a million or lower would have some economic significance for them. Staff received a request to consider lowering the threshold specifically for facilities located near schools. There is a public consultation meeting scheduled for January. Staff is continuing to make progress on rule development.
Rule Forecast Report
Jack Broadbent, Deputy Executive Officer of Planning, Rule Development & Area Sources, highlighted that in January, Proposed Rule 1189 will be before the Board. At the March Board meeting, the Air Toxics Reduction Plan and Rule 1402 will be before the Board for consideration. The Committee acknowledged the report attached to the agenda.
Public Comment
Greg Adams commented that the the Air Toxic Control Plan should be in place before staff develops and implements any more rules. He also commented that the Mates II study should be peer reviewed before its data is used as the basis for the Air Toxic Control Plan.
Status Report on AB2588
Elaine Chang, Assistant Deputy Executive Officer of Planning, Rule Development & Area Sources, presented a progress report on AB2588. There has been significant progress toward the completion of Phase I facilities. Several changes have been made to streamline the program. Staff is addressing CARB concerns regarding public notification of historical HRAs, periodic update of complete inventory and identification of new facilities. Program objectives for the coming year are to complete Phase I of the HRAs, further streamline the program requirements and support Rule 1402 and source-specific regulations.
Tax-Exempt Financing
Mr. Verlyn Jensen, President of California Environmental Finance Corporation (CEFC), presented this item. CEFC is a non-profit public benefit corporation formed in 1995 to assist public entities in meeting their capital financing needs. CEFC is designed to assist cities, counties, special districts and other public entities in enhancing revenues and reducing costs through the use of innovative financing programs. This financial team is experienced in facilitating the financing of waste management projects such as transfer stations, material recovery facilities and landfills. The team is also experienced in clean air projects such as fueling stations and vehicle fleets powered by alternative fuels. The CEFC transaction includes a Trust Agreement, where a bank or trust company serves as trustee. Mr. Jensen expressed interest in working with AQMD to develop tax-exempt financing alternatives for AQMD rule compliance.
Rule 1190 Fleet Conversion for On Road Vehicles for Government and Airport Operations Henry Hogo, Manager of Planning, Rule Development & Area Sources, presented this item on Proposed Rule 1190. The rule requires operators to start buying alternative fuel vehicles if they have 100 or more vehicles in their fleet. This would be a two-part implementation where operators with 100 or more vehicles beginning in January 2001 and operators with at least 15 but less than 100 vehicles beginning January 2002. The biggest concern raised was the cost of purchasing alternative fuel vehicles. Other concerns that have been mentioned were the implementation lead-time too short, emergency vehicle exemption and public review and commenting period too short. Pubic workshops are scheduled for December 21, 1999 and January 12, 2000. The close of written comments is January 21, 2000. The rule will go to the Board for consideration at the February Board meeting.
