PROPOSAL: 

Set Public Hearing on February 18, 2000 to Receive Public and Board Member Input on Executive Officer’s Priority Goals for FY 2000-01

SYNOPSIS: 

A set of priority goals for the FY 2000-01 Budget has been developed. The Executive Officer wishes to receive public and Board member input on these priority goals as they serve as the foundation of the AQMD’s Work Program.

RECOMMENDED ACTION:

Set a Public Hearing February 18, 2000, to Receive Public and Board Member Input on the Executive Officer’s Program Goals/Objectives for FY 2000-01.

Background

One of the first steps in preparing the new budget has been the development of the program Goals/Objectives document. The attached Goals/Objectives for FY 2000-01 are proposed to serve as the foundation for the AQMD’s FY 2000-01 Work Program.

Emphasis for next year will be on

• continued implementation of the Board’s initiatives on Environmental Justice, Inland Empire priorities, the Children’s Air Quality Agenda, the Seniors’ Air Quality Initiatives, and implement the Board’s Millennium Retreat Goals;
  
  
• achieving a balanced budget for future years and improving efficiency and
  productivity;
  
  
• continuing to work with EPA and ARB to implement air quality management plans and other programs;
  
  
• implementing the recommendations of Permit Streamlining and Recordkeeping Task Forces;
  
  
• a rulemaking calendar related to reaching the goals outlined in the latest revision of the AQMP; and
  
  
• continued implementation of PM_2.5 and community-level air quality monitoring.

Staff will continue to work with a Budget Advisory Committee made up of representatives of industry, environmental organizations, and interested public members to gain policy input and direction. Staff believes that it is important to continue to encourage input into the budget process from as many interested parties as possible. Therefore, the Executive Officer recommends that a hearing be scheduled February 18, 2000 for the purpose of receiving additional public input on the Program Goals/Objectives for FY 2000-01. A public workshop and public hearing to adopt the budget are to be scheduled for April and May, respectively.
