Authorize Purchase of Eight Vehicles for AQMD Fleet

SYNOPSIS: 

Staff recommends purchasing eight new Toyota Camry dedicated CNG vehicles to accommodate the eight new field positions authorized for the vapor recovery program in the FY 2000-01 budget. The choice of the Toyota Camry was made based on the Board's earlier selection of these vehicles and current availability. The Toyota Camry dedicated CNG model is available only from Toyota Motor Sales, U.S.A. Inc., fleet sales division at a per vehicle cost of $25,044 including sales tax.

Authorize the purchase of eight dedicated CNG Toyota Camrys and authorize the Procurement Manager to execute all documents for this purchase at an amount not to exceed $200,352.

Background

The Board approved eight new field positions for FY 2000-01 to improve compliance in the vapor recovery program. New cars were included in the budget for this staff. This recommendation allows the needed vehicles to be purchased from remaining current model year supplies of dedicated CNG vehicles.

The AQMD has just completed purchase of twenty-nine new, dedicated CNG Toyota Camrys as part of its Equipment Replacement Plan. Even with these new vehicles, the AQMD fleet still has many cars over 135,000 miles. Loss of field time due to higher maintenance and breakdowns could occur.

Consequently, staff reviewed current CNG vehicle availability consistent with the April 2000 bid and purchase specifications. Eight dedicated CNG Toyota Camrys are still available from the year 2000 production model run.

Proposal

This action is to authorize the Procurement Manager to execute a purchase order with Toyota Motor Sales, U.S.A., Inc. for Toyota Camry dedicated CNG vehicles. Total cost for all eight vehicles is estimated to be $200,352.

Resource Impacts

Included in the FY 2000-01 Budget is the sum of $208,000 for vehicles for eight new field positions.
