SYNOPSIS: 

This report highlights the May 2000 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of May. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

As of March 2000, the AQMD has met the objectives of the Environmental Justice Initiatives. Policies and Procedures are in place to address the Environmental Justice concerns of communities and individuals.

Santa Fe Springs
AQMD hosted a community meeting to address permitting issues surrounding the CENCO refinery reopening. The United States Environmental Protection Agency has issued a Violation Notice against the refinery. EPA and AQMD will work together to ensure protection of the surrounding community.

Attended tour of the 2000 Water Festival Expedition at Hidden Valley Park in Irvine, sponsored by the Orange County Water District. About 5,000 students attended the two-day event May 2 and 3. The purpose for AQMD attending was to determine feasibility of doing a similar air quality event as part of the District's environmental education outreach efforts.

Participated in final Diamond Bar High School Pathways Academy steering committee meeting of the school year. Summarized AQMD participation in mentoring, job shadowing and internship programs with DBHS students.

Served as a judge for American Lung Association of Orange County’s poster and poetry contest. Judged entries submitted as part of ALAOC’s Clean Air Month activities.

AQMD hosted the monthly meeting of the Orange County chapter of the California Regional Environmental Education Community Network steering committee. The group summarized this year's efforts to standardize environmental education in Orange County public schools and discussed strategies for next school year.

Spoke with California DHS regarding their planned environmental education outreach to children who attend Suva Elementary and middle schools in Bell Gardens. Provided background on Breathmobile program and plans to service some of the targeted schools.

Staffed an information table at the annual employee Health and Safety fair put on by the Herman H. Stark Youth Correctional Facility in Chino. More than 600 employees attended.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

Auto body shop: Being forced to relocate by city. Owner was going to do Change of Ownership for spray booth at new site, but instead decided to purchase new booth. Staff visited facility and discussed process for new equipment.

Auto body shop: Company was scheduled for Abatement Order hearing. At the request of District Prosecutor, staff visited the shop and assisted in completing new application and obtained money order for fees. Hearing was cancelled.

Military reserve base: Applying for permits for emergency engines. Staff provided assistance completing permit applications for three engines.

Metal plating company: Submitted an application for a zinc plating line. Staff reviewed the application and assisted in filing it with correct fees.

Auto body shop chain: Manager submitted applications for change of ownership for spray booths at seven locations. He was contacted by permit processing group and asked to provide more information. Staff met with the manager, reviewed the applications, and working to resolve problems so permits can be issued.

Lift rental company: Submitting application for spray booth with lapsed permit. Wanted information on application fees. Staff provided same and discussed supplemental information required to be submitted with application. Company was unaware of current Rule 1107 and 1171 VOC limit requirements. Staff advised them on compliant coatings and solvents for their operation.

Large bakery: Fire damaged an oven afterburner. Staff provided assistance in filing a petition for a temporary variance to allow the company to operate the oven without the afterburner until it is repaired.

Korean Dry Cleaning Association's Board of Directors Meeting: Staff made a presentation and explained Rules 1401/1402, 1421, risk assessments, and permitting and enforcement policies.

Military reserve base: Staff conducted on-site consultation and provided assistance on permitting requirements for diesel-fired engines. Advised of the need to install new engines because the existing equipment does not comply with new requirements. Staff also explained the process for petitioning for a variance to continue to operate the old engines.

Other participants included several county, regional and state agencies. The presentation was done in both English and Spanish and was taped by an L.A. cable station.

Real estate company: Operates a high-rise building with three boilers that cannot meet BACT limits. Explained District rule requirements and assisted with variance application.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues. Additionally, staff administers the AB 2766 Subvention Fund Program.

Attended meeting in the SR91/SR55 area of Anaheim Hills with resident Janine Tally. Ms. Tally is concerned with impacts on her neighborhood of a planned residential development adjacent to her property and with impacts of freeway traffic on SR91 and its "underutilized" Toll Lanes.
