This report highlights the May 2000 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of May. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

As of March 2000, the AQMD has met the objectives of the Environmental Justice Initiatives. Policies and Procedures are in place to address the Environmental Justice concerns of communities and individuals.

Town Hall Meetings	A Town Hall Meeting on Los Angeles International Airport is scheduled for September.
Community Response Teams	Santa Fe Springs AQMD hosted a community meeting to address permitting issues surrounding the CENCO refinery reopening. The United States Environmental Protection Agency has issued a Violation Notice against the refinery. EPA and AQMD will work together to ensure protection of the surrounding community.

COMMUNITY EVENTS/PUBLIC MEETINGS

The following describes community events and public meetings that provided AQMD customers with air quality information during May.

5/3	Orange	Attended tour of the 2000 Water Festival Expedition at Hidden Valley Park in Irvine, sponsored by the Orange County Water District. About 5,000 students attended the two-day event May 2 and 3. The purpose for AQMD attending was to determine feasibility of doing a similar air quality event as part of the District's environmental education outreach efforts.
5/3	Los Angeles	Participated in final Diamond Bar High School Pathways Academy steering committee meeting of the school year. Summarized AQMD participation in mentoring, job shadowing and internship programs with DBHS students.
5/9	Orange	Served as a judge for American Lung Association of Orange County’s poster and poetry contest. Judged entries submitted as part of ALAOC’s Clean Air Month activities.
5/10	Los Angeles	Met with staff from UCLA to discuss possible partnership with District and Lennox USD regarding an asthma and air quality research project.
5/12	Los Angeles	Staffed the press event to roll out the Breathmobile in Southeast Los Angeles. Also coordinated a mini-health fair for school children, parents and teachers at Elizabeth Learning Center.
5/12	Orange	AQMD hosted the monthly meeting of the Orange County chapter of the California Regional Environmental Education Community Network steering committee. The group summarized this year's efforts to standardize environmental education in Orange County public schools and discussed strategies for next school year.
5/16	Los Angeles	Spoke with California DHS regarding their planned environmental education outreach to children who attend Suva Elementary and middle schools in Bell Gardens. Provided background on Breathmobile program and plans to service some of the targeted schools.
5/16	San Bernardino	Staffed an information table at the annual employee Health and Safety fair put on by the Herman H. Stark Youth Correctional Facility in Chino. More than 600 employees attended.
5/17	Los Angeles	Gave two presentations on Smog and Health to 60 pre-school teachers from San Gabriel Valley and East Los Angeles. Meetings were hosted by ABC Child Development.
5/26	Los Angeles	Met with staff from California Department of Health Services to discuss respiratory study being conducted at Suva Elementary School in Bell Gardens.
5/31	Riverside	Attended the Children's Health and Air Quality conference in Loma Linda University.
5/31	San Bernardino	Attended the Roundtable Luncheon with representatives from the Los Angeles Times Inland Empire Edition.
5/31	San Bernardino	Organized and staffed Pediatricians Conference at Loma Linda University.
5/31	Los Angeles	Participated in the Governance Committee meeting of Educorp, an environmental charter school being established in the South Bay area. The school is scheduled to open in the 2001-2002 academic year.

The District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities during May.

5/5	Headquarters	A 5-member delegation from the Hong Kong Economic and Trade Center in San Francisco visited AQMD for an air quality overview.
5/9	Headquarters	Marco Frey, Associate Professor of Management from Bocconi University in Milan, Italy, met with Public Affairs staff for a general air quality overview.
5/11	Headquarters	Dr. Supat Wangwongwatana, Director of Air Quality Programs for the Thailand Pollution Control Department, met with Monitoring and Analysis staff to thank them for the training provided to his staff and discuss the possibility of a network exchange.
5/11	Headquarters	Public Affairs staff provided a general air quality overview and a tour to a group of students from Walnut High School on a day-long job shadowing program coordinated by Human Resources.
5/11	Headquarters	Drew Collins and Simon Smith of the New South Wales EPA (Australia) met with Planning and Rule Development and Engineering and Compliance staffs for an overview of the RECLAIM program.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

5/2	Los Angeles	Auto body shop: Being forced to relocate by city. Owner was going to do Change of Ownership for spray booth at new site, but instead decided to purchase new booth. Staff visited facility and discussed process for new equipment.
5/2	Los Angeles	Auto body shop: Company was scheduled for Abatement Order hearing. At the request of District Prosecutor, staff visited the shop and assisted in completing new application and obtained money order for fees. Hearing was cancelled.
5/2	Los Angeles	Printing company: With assistance from staff, company determined that the largest of their lithographic presses will need a permit. Staff visited the facility and assisted in completing a streamlined application.
5/2-31	Los Angeles, Orange, San Bernardino & Riverside	Staff provided air quality clearance letters for companies in the cities and areas of: Brea, Carson, Cerritos, Diamond Bar, Irvine, Los Angeles, Mira Loma, Montebello, Orange, Pacoima, Rancho Dominguez, Santa Ana, Santa Fe Springs, South El Monte, South Gate, Torrance, Corona, Huntington Beach, Ontario, Palm Desert, Sun Valley, Temecula, Whittier, and Yorba Linda.
5/3	Orange	Military reserve base: Applying for permits for emergency engines. Staff provided assistance completing permit applications for three engines.
5/3	Los Angeles	Metal plating company: Submitted an application for a zinc plating line. Staff reviewed the application and assisted in filing it with correct fees.
5/4	Orange	Auto body shop chain: Manager submitted applications for change of ownership for spray booths at seven locations. He was contacted by permit processing group and asked to provide more information. Staff met with the manager, reviewed the applications, and working to resolve problems so permits can be issued.
5/4	Los Angeles	Lift rental company: Submitting application for spray booth with lapsed permit. Wanted information on application fees. Staff provided same and discussed supplemental information required to be submitted with application. Company was unaware of current Rule 1107 and 1171 VOC limit requirements. Staff advised them on compliant coatings and solvents for their operation.
5/4	Los Angeles	Large bakery: Fire damaged an oven afterburner. Staff provided assistance in filing a petition for a temporary variance to allow the company to operate the oven without the afterburner until it is repaired.
5/6	Los Angeles	Korean Dry Cleaning Association's Board of Directors Meeting: Staff made a presentation and explained Rules 1401/1402, 1421, risk assessments, and permitting and enforcement policies.
5/9	Orange	Military reserve base: Staff conducted on-site consultation and provided assistance on permitting requirements for diesel-fired engines. Advised of the need to install new engines because the existing equipment does not comply with new requirements. Staff also explained the process for petitioning for a variance to continue to operate the old engines.
5/9	Los Angeles	Building contractor: Applied for registration of existing negative air machines operating without a valid permit. Explained rule requirements and assisted with applications.
5/9	Orange	General construction/demolition: Handling property that contains asbestos. Explained Rule 1403, notification forms and fees.
5/10	San Bernardino	Small dry cleaner: Cited for operating a venting machine in violation of Rule 1421. Staff conducted on-site consultation meeting and provided assistance in filing a petition for a variance.
5/10	Orange	Auto body shop: Received a Notice to Comply for paint spray booth operating without permit. Explained rule requirements, recordkeeping, and assisted in completing a spray booth application. Assistance was given in Spanish.
5/10	San Bernardino	Fabricated metal products: Referral from District Compliance staff. Conducted an on-site consultation visit; explained District rules and permitting requirements. The assistance was given in Spanish.
5/11	Los Angeles	Dry cleaner: Staff participated in a permit application pre-denial conference and provided assistance to the owner on post denial options.
5/16	Los Angeles	Spray-on truck bed liner shop: Relocating and needed to obtain new permit for spray enclosure. Staff helped fill out application forms.
5/16	Los Angeles	Outdoor furniture manufacturer: Makes steel furniture and sends it out to be powder coated. Owner wants to set up his own powder coating equipment. Staff visited facility and discussed permitting requirements for spray booth and curing oven.
5/16	Los Angeles	Auto body shop: Being forced to relocate by city. Staff visited facility and assisted in completing application for a spray booth. Explained public notification will be required because of proximity to school.
5/16	Los Angeles	Cosmetics/bath products manufacturer: Company was inspected by AQMD and needs to apply for permits for mixing tanks. Staff went to site and discussed supplemental information required for complete applications.
5/16	Los Angeles	CO2 dry cleaning technology development company: Staff conducted an on-site consultation meeting and discussed the future application of the technology.
5/17	Los Angeles	Interagency/Business Outreach: Staff spoke at a Pollution Prevention workshop hosted by the City of Los Angeles, Environmental Affairs Dept. Other participants included several county, regional and state agencies. The presentation was done in both English and Spanish and was taped by an L.A. cable station.
5/17	Los Angeles	Real estate company: Operates a high-rise building with three boilers that cannot meet BACT limits. Explained District rule requirements and assisted with variance application.
5/18	San Bernardino	Interagency/Business Outreach: Staff participated in the taping of a television/cable show to discuss AQMD Small Business Assistance and Cal/EPA PACs. The taping was done in both English and Spanish and will air in all four counties.
5/18	Orange	Business Outreach: Hispanic Chamber of Commerce, O.C. Staff attended the meeting to give an update on the AQAF and offer Small Business Assistance services.
5/18	Los Angeles	Hardwood flooring manufacturer: Setting up a facility in California and is preparing an application for a spray machine. Staff answered questions on requirements for supplemental information to be submitted with the application and recommended topics to be included in the cover letter.
5/18	Los Angeles	Paint spray booth: Assisted company that is relocating their operations. Discussed permit requirements and exemptions.
5/18	Los Angeles	Crude producing company. Referred by the Fee Review Committee. Staff provided assistance in completing permit applications for oil field equipment.
5/18	Burbank	Motion picture film cleaning operations: Staff attended Rule 1425 workshop for this industry.
5/19	Los Angeles	Glass products manufacturer: New business. Staff explained Rules 109, 203, 301, 1145 1171 and provided an application package for a powder coating booth and oven.
5/19	San Bernardino	Auto body shop: Existing company was referred by District Compliance staff after issuing a NOV. Staff conducted an on-site consultation visit to explain applicable rules. The assistance was given in Spanish.
5/23-26	Los Angeles, Orange, Riverside, San Bernardino Counties	Staff provided air quality clearances for companies in the cities and areas of: Corona, Huntington Beach, Ontario, Pal Desert, Sun Valley, Temecula, Whittier, and Yorba Linda.
5/23	Los Angeles	Real Estate: Company operates condominium complex with four emergency I.C. Engines permitted under non-current ownership. Staff explained District's rule requirements and provided assistance with change of ownership.
5/23	Los Angeles	Sand casting core manufacturer: Company had oven with expired permit and wanted to apply for new permit. Staff visited shop and assisted in completing application.
5/23	San Bernardino	Small trailer repair shop. Staff provided assistance in completing a permit application for spray booth equipment.
5/23	Los Angeles	Dry cleaning store's owner interested in converting to CO2 dry cleaning technology. Staff provided consultation and information on this new technology.
5/23	Los Angeles	Small dry cleaning facility: Staff conducted an on-site consultation meeting with a dry cleaning facility owner and provided assistance and explanations in permitting requirements for the dry cleaning machine.
5/24	San Bernardino	Small dry cleaner in violation of Rule 1421 and petitioned for a variance. Staff provided assistance in the hearing processes.
5/24	Los Angeles	Small independent gas station: Staff conducted an on-site consultation and provided assistance in completing permit applications for gasoline storage and dispensing equipment.
5/24	Los Angeles	Tortilla manufacturer: Company received violation for operating flour silos with expired permit. Staff talked to consultant and advised how to apply for new permit.
5/24	Los Angeles	Generator installation & maintenance company: Representative came to lobby to submit applications for two emergency generators. Staff reviewed applications and assisted in correcting mistakes and omissions.
5/24	Orange	Automotive painting facility: Owner wanted to change spray booth permit usage limits from gallons of coating to pounds of VOC. Staff reviewed facility records and discussed with permitting engineers. Staff advised on how to apply for change of conditions and new limits that could be obtained.
5/24	Los Angeles	Graphic Art Printing facility: Staff explained the rule requirements of Rule 1130 and recordkeeping needs to justify permit exemption per Rule 219.
5/24	Riverside	Citrus Farm: Staff assisted applicant with the submittal of a Variance application for an open burn permit. Applicant was issued a notice to abate by local fire department to clear dry vegetation.
5/25	San Bernardino	Soft drink dispensing equipment manufacturer: Staff conducted an on-site consultation and provided assistance in completing the VOC emissions record keeping requirements for its coating and spray booth equipment.
5/25	Los Angeles	Petroleum coke truck-washing operation: Staff provided assistance in completing a variance petition for the anticipated potential violation of Rule 1158 due to construction delay of a new truck washing system.
5/25	Orange	Paint manufacturer: Field sales rep had questions on applicability of rules for automotive refinishing and metal finishing. Staff discussed rules and made suggestions on how his clients could comply.
5/25	Riverside	Business Outreach: Staff participated in community meeting regarding fugitive dust from rock and gravel plants. Provided bilingual Spanish assistance.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues. Additionally, staff administers the AB 2766 Subvention Fund Program.

5/7–9	Districtwide	Attended 6th Annual National Clean Cities Conference on Alternative Fuels Programs. Discussed new technologies and their applications with attendees from around the country. Assisted Governing Board Member Paulitz with a television interview for a media release prepared by Nissan Corp. Also assisted the Executive Officer with his presentation on proposed Rule 1194 as part of the discussion by the Airport panel.
5/10	Riverside	Attended Riverside County Transportation Commission (RCTC) Board Meeting. Discussed the proposed fleet rules with commission members and staff from Indian Wells, Palm Desert, Hemet, Norco, Corona, Palm Springs, and Coachella.
5/10	San Bernardino	Attended San Bernardino County Supervisor Fred Aguiar’s State of the County Address. Discussed the proposed fleet rules with mayors, council members and staff from Ontario, Chino Hills, Rancho Cucamonga, Montclair, Rialto, and Fontana.
5/10	Los Angeles	Attended City of Los Angeles’ Environmental Quality and Waste Management Committee Special Meeting to address issues related to the AQMD’s proposed fleet rules.
5/10	Los Angeles	Attended San Gabriel Valley Council of Governments Solid Waste Committee meeting at West Covina City Hall to address issues related to the AQMD’s proposed fleet rules.
5/11	Riverside	Attended Coachella Valley Association of Governments (CVAG) Energy and Environment Committee Meeting. Made a presentation to the committee, which subsequently approved and forwarded for Executive Committee action on June 5, 2000, a resolution supporting proposed Rules 1191, 1192, 1193, and 1186.1.
5/11	Orange	Attended Orange County Division, League of California Cities General Membership Meeting. Discussed the proposed fleet rules with council members and staff from San Clemente, Placentia, Fullerton, Huntington Beach, Garden Grove, Buena Park, Los Alamitos and with League staff.
5/11	Los Angeles	Spoke with Assistant City Manager to City of El Segundo about AQMD’s proposed fleet rules.
5/11	Los Angeles	Delivered town hall flyers to district field offices of senators, assemblymembers, and representatives whose constituents live near CENCO.
5/11	Los Angeles	Provided update on the fleet rules to Los Angeles City Councilmember Ruth Galanter’s staff.

5/16	Los Angeles	Attended the South Bay Council of Governments Transportation Oversight Committee at the West Basin Water District in El Segundo.

5/18	San Bernardino	Attended Inland Empire Division, League of California Cities General Membership Meeting. Discussed the proposed fleet rules with mayors, council members and staff from San Bernardino, Chino Hills, Rancho Cucamonga, Montclair, Highland, Yucaipa, Grand Terrace, and Fontana.
5/18	Los Angeles	Met with field staff to Assemblymember Grace Napolitano to discuss CENCO issues.
5/18	Los Angeles	Attended the San Gabriel Valley Council of Governments Governing Board meeting at CTAC in Irwindale to address questions regarding the proposed fleet rules.
5/19-21	Los Angeles	Attended the California Contract Cities Association 41th Annual Palm Springs Seminar.
5/22	Riverside	Attended Riverside County Transportation Commission (RCTC) Ad Hoc Alternative Fuels Sub-Committee Meeting. Assisted the Manager of Rule Development in a discussion of the proposed fleet rules with committee members representing the County of Riverside, Indian Wells, Palm Springs, Banning, and Riverside.
5/23	Orange	Attended EV Fleet Managers Workshop in Brea. Discussed Alternative Fuel Vehicles Programs with city staff members in attendance.
5/23	Los Angeles	Staff participated in presentation of fleet rules to the Long Beach Transit District.
5/24	Riverside	Met with City of Riverside Fleet Manager. Discussed the Northwest Riverside Clean Cities Alternative Fuel Vehicles Program and the proposed fleet rules.
5/23-24	Sacramento	Participated in League of California Cities Legislative Conference in Sacramento.
5/25	Orange	Attended Orange County Council of Governments (OCCOG) Meeting. Discussed the current attitudes of OCCOG member cities with respect to the proposed fleet rules with committee members representing the cities of Los Alamitos, Brea, Costa Mesa, Orange, Buena Park, and Huntington Beach.
5/25	Orange	Attended SCAG’s Regional Transportation (RTP) "Plan, Activities and Issues Workshop." SCAG’s Director of Planning, among other things, discussed the anticipated difficulty of making the required conformity findings to the approved State Implementation Plan (SIP).
5/25	Riverside	Attended Riverside Transit Agency Board Meeting. The RTA Board approved a financing package to finance the purchase of 57 buses. It was not finalized what type buses would be purchased in this action.
5/25	Riverside	Attended the Butterfield Estates Community Meeting in the Temescal Canyon area of Corona regarding dust issues involving mines and aggregate processing facilities in the area.
5/25	Los Angeles	Met with Maywood City Councilmember Thomas Martin to discuss AQMD’s fleet rules.
5/25	Los Angeles	Gave presentation to the Southeast Development Corporation Board of Directors to address fleet rule issues. Board voted unanimously to support Rules 1191, 1192, and 1193.
5/25	Los Angeles	Attended Irwindale City Council meeting where council voted to support Rule 1191.
5/25	Los Angeles	Attended South Bay Cities Council of Governments Board of Directors meeting to address questions related to the proposed fleet rules and other air quality issues.
5/25	Los Angeles	Met with Councilmember for City of Monrovia to discuss AQMD’s fleet rules.
5/26	Los Angeles	Met with staff from the City of Long Beach to discuss AQMD’s proposed fleet rules.
5/30	Orange	Attended meeting in the SR91/SR55 area of Anaheim Hills with resident Janine Tally. Ms. Tally is concerned with impacts on her neighborhood of a planned residential development adjacent to her property and with impacts of freeway traffic on SR91 and its "underutilized" Toll Lanes. Also in attendance were DEO – Public Affairs Lupe Valdez and California Air Resources Board Ombudsman Kathleen Tschogl.
