The Mobile Source Committee met Friday, June 23, 2000. Following is a summary of that meeting.

The meeting started at 9:00 a.m. Present: Committee Chair Cynthia Coad (participated via videoteleconference), Committee Vice Chair Roy Wilson (participated via videoteleconference), Committee Members Jane Carney, Norma Glover (arrived at 9:15 a.m.), Ron Loveridge (arrived at 9:30 a.m.), and Jon Mikels. Status Report on Fleet Rule Development
With the adoption of Rules 1191, 1192 and 1193 on June 16, 2000, staff is now focused on the upcoming proposed rules which include PR 1194, PR 1186.1 and PR 431.2. Adoption schedules are set for August and September. Staff reported that rule language has not been developed for PR 1195 and PR 1196. Adoption schedule is currently set for the Fall.
Relative to the development of PR 1194, staff briefed the Committee on the LAX area air monitoring results as well as current efforts to reduce emissions at the various airports. Staff then continued with a status report. This proposed rule applies to all passenger transportation services at commercial airport terminals, including taxi and shuttle services. Implementation is being proposed for July 1, 2001. Currently the Board is scheduled for its consideration at the August 2000 Board meeting.
A status report on PR 1186.1 was also provided. This proposed rule applies to public agencies and contractors providing sweeping services to any public agency that has more than 15 total vehicles in its fleet. By July 1, 2002, these parties must purchase alternative fueled (AF) sweepers each time a new sweeper is replaced. Before July 1, 2005, in the event that no AF sweepers are commercially available or no AF fueling stations are accessible within 5 miles of a storage/maintenance yard, a technical infeasibility certification will be provided upon request, and diesel sweeper purchases/contracts will be permitted. These diesel sweepers must comply with the minimal-control requirements including being equipped with a particulate trap and using low-sulfur fuel. There are exemptions for evaluation/test fleets and private sweepers for non-affected agencies and other regions. Staff also reported briefly on the rule analysis and funding sources. Currently, PR 1186.1 is also scheduled for the August 2000 Board meeting.
There was a brief discussion on the standardization of design specifications / regulatory requirements for natural gas refueling stations. Staff will report back to the Committee on this subject.
Status Report on PAR 431.2 Sulfur Content of Liquid Fuels
The purpose of PR 431.2 is to support heavy-duty diesel aftertreatment technologies by making ultra-low sulfur fuel available and ensuring fuel quality for end-users. The after treatments can result in reductions in NOx/PM10 emissions and diesel toxic exposure. Under Health & Safety Code Section 40447.6 AQMD can set standards for diesel fuel composition based on ARBs approval and certain finding requirements. The proposed rule would apply to fuel producers and suppliers and cover both stationary and mobile source categories. Staffs proposal takes a two-tiered approach: Tier I: voluntary fuel quality specifications; Tier II: mandatory fuel standards. Tier I provisions specify that the sulfur content for Ultra Low Sulfur Diesel (ULSD) should be no greater than 15 ppm by weight and ULSD should not be mixed with fuel additives to cause the exceedance of sulfur limit. Tier II provisions specify that all diesel fuel used/sold within the South Coast Air District shall be ULSD. Implementation date is July 1, 2003. This date may be extended to July 1, 2004 subject to Executive Officers approval of petition from small refiners. Preliminary impact analysis shows emissions reductions as: SOx 10.1 TPD, and PM10 1.1 TPD. Key issues being discussed are: Tier II compliance schedule; and consistency with federal and state standards that potentially raise concerns on supply reliability and fuel price. Currently adoption schedule is set for September 2000.
Status Report on Year 2000 Regional Transportation Improvement Plan
David Stein of SCAG reported that ARBs recent evaluation of the enhanced I/M program shows a potential conformity lapse relative to the 2000 RTIP in the SCAB area. This lapse threatens utilization of federal highway funds. The 1998 conforming RTIP expires on September 30, 2000, and the new 2000 RTIP must be approved in order for transportation projects to move forward. However, ARBs report shows a 18.5 ton daily shortfall in ROG for 2010, the attainment year for the SCAB. As a result of ARBs report, SCAG will prepare the 2000 RTIP for the non-SCAB portion of the region, and an Interim RTIP for the SCAB portion, covering TCM projects (i.e., transit, HOV) and exempt projects (i.e., signal synchronization, State Highway Operations & Protection Program). Current efforts include: 1) communication to ARB indicating that the shortfall is a SIP issue; that corrective actions are needed from ARB and BAR; and that new measures drafted must be enforceable; 2) discussions among SCAG, ARB and AQMD to develop programs to meet the shortfalls.
Staff reported that ARB staff has developed a list of potential measures to remedy the shortfall. Follow-up meetings with U.S. EPA and FHWA will take place shortly.
