The Stationary Source Committee met Friday, June 23, 2000. Following is a summary of that meeting. In addition, the Governing Board will consider approving a revision to the Mission Statement for the Home Rule Advisory Group. The next meeting will be July 28, 2000, at 10:30 a.m., in Conference Room CC8.

The meeting began at 10:35 a.m. Present were Ron Loveridge, Committee Chair; Norma Glover, Vice-chair; Jon Mikels (left at 11:30 a.m.), Leonard Paulitz, Jane Carney, and Cynthia Verdugo-Peralta. William Burke viewed the meeting by teleconference but did not participate.
DISCUSSION ITEMS
NSR Reg. XIII
Pom Pom Ganguli, Planning and Rules Manager, presented proposed amendments to New Source Review Regulations XIII & XX. The first three rules relate to Reg. XIII, New Source Review and the last rule is a RECLAIM rule. The purpose of this amendment is to bifurcate the current BACT requirement into LAER for federal major sources, and BACT for minor sources, and to exempt minor sources from LAER. Major source BACT will follow EPA policy for LAER, and minor source BACT will follow state guidelines and policies that have been adopted by the Governing Board. A different approach is also being proposed for minor source relocations. Staff is proposing minor sources be allowed to relocate with no BACT if there is no emission increase. Also, there is a minor basin boundary adjustment being proposed which is consistent with state law. No emissions impact is expected from this rule. EPA has expressed concern with the proposal for relocation. A public consultation meeting is scheduled for July 6 and the public hearing for adoption of these amendments will be held in September.
The availability of NOx credits was briefly discussed and will be continued at the next Stationary Source Committee meeting to be held in July.
Rule 431.2 Sulfur Content of Liquid Fuels
Elaine Chang, Assistant Deputy Executive Officer Planning, Rule Development & Area Sources, presented this proposed amendment to Rule 431.2. The purpose of this amendment is to promote the aftertreatment technologies for heavy-duty diesel vehicles, making ultra-low sulfur fuel available and ensuring fuel quality for end-users. This amendment will apply to fuel producers and suppliers for applications in both stationary and mobile sources. The staff proposal is a two-tier approach. Tier I is voluntary and Tier II is a mandatory requirement which will become effective July 1, 2003. All diesel fuels burned, purchased or sold for use in the South Coast Air District will have to meet the 15 ppm requirement. The implementation date may be extended to July 1, 2004, subject to approval for small refiners. Preliminary impact analysis shows an average cost effectiveness of $1000 - $7000/ton with emission reductions of approximately 10 TPD and 1 TPD for SOx and PM10, respectively. The rule will go for "set hearing" with a sixty-day comment period and the rule will go to the Board for consideration for adoption in September.
Rule 1401 New Source Review of Toxic Air Contaminants
Jill Whynot, Manager, Planning, Rule Development & Area Sources, presented this update which is for the August Board meeting. There will be two parts to the Board package. First is an update to the effective dates in the table of chemicals in Rule 1401 to reflect recent changes by the state regarding new or revised chronic risk values. When Rule 1402 was adopted in March, a process was set up that when the state makes updates, staff would come back to the Board and provide an impact analysis. For both Rules 1401 and 1402, no impacts have been identified. Many of these chemicals are also carcinogenic and would already be controlled or they are not used in large quantities. A public workshop was held on June 22, with no significant concerns. There are two more groups of chronic chemicals that the state is working on that will be finalized in the next three to twelve months. Staff will continue to work with industry on any issues that come up.
Rule 109 Recordkeeping
Lee Lockie, Director of Area Sources, presented this item. Rule 109 is the recordkeeping rule for volatile organic compound emissions. Amending Rule 109 would add options for monthly recordkeeping and alternative recordkeeping systems in strict accordance with recommendations of the Recordkeeping Task Force. This item will go to the Board for consideration in August.
Notice of Violation Penalty Summary
Peter Mieras, District Prosecutor, highlighted a few items on the summary report. Mr. Mieras reported that there has been better compliance with gas stations, Rule 461. There has been an increase in the amount of violations issued due to additional inspectors in the field. The Committee acknowledged the summary report attached to the agenda.
Rule Forecast Report
Jack Broadbent highlighted that at the next Board meeting there will be no public hearings. Mr. Broadbent mentioned that there is one item on the consent calendar that may be of interest to the Committee, namely a Rule 1113 Architectural Coatings Technology Assessment Report. Rule 1113 requires the AQMD staff to review the availability of compliant products prior to the rule effectiveness dates in the rule. Staff has performed this assessment, and is not recommending a change to the rule. A copy of the assessment is being sent under separate cover.
Monthly Report on Home Rule Advisory Group
Jack Broadbent gave a brief overview of the meeting. Ron Loveridge requested that a list of the Home Rule Advisory Group attendees be included on future monthly reports. The next Home Rule Advisory Group will be held on July 13, 2000.
