Recommendation to Provide Grant Application Assistance to Public and Private Entities for Complying with Fleet Vehicle Rules
SYNOPSIS:
At the June Board meeting, staff was directed to report back to the Board in July with options for assisting local governments and businesses in the preparation of grant applications. This item provides the staff's response.

Authorize the staff to re-direct existing in-house resources to provide grant application assistance in combination with using a portion of anticipated state subvention funds to help fund this effort.

Background
At the June Board meeting, staff presented a proposal to re-design the Air Quality Assistance Fund (AQAF) Program. Included in the recommendations was a proposal to use AQAF funds on a one-time basis to provide grant application assistance to public and private entities for complying with the 1190 series of rules. The Board asked staff to look into other ways to fund this effort. There are two options to address this issue. One, existing Transportation staff have been assisting Rule 2202 companies with evaluation of air quality investment program options as well as other emission reduction techniques in lieu of ride-sharing. That effort has advanced to the point where those resources can now be partially redirected to other efforts. Two, the Governor has approved a budget in which our state subvention funds are doubled, equating to about a $3 million increase. It is possible to allocate a portion of those funds to help finance contract assistance for this important effort. This option was not available for consideration at the time of the June Board meeting.
Proposal
Use a combination of options one and two to provide grant application assistance to public and private entities for complying with AQMD Fleet Vehicle Rules. A specific dollars amount for contracted services will be proposed in the near future.
Fiscal Impacts
Staff time can be re-directed, and subvention funds can be partially allocated to cover this cost.
