PROPOSAL: 

Execute Contract to Conduct Performance Audit of AQMD for FY Ending June 30, 2000

SYNOPSIS: 

Health and Safety Code Section 40453 requires the AQMD to contract every three years with a qualified auditing firm to conduct a performance audit of AQMD activities. The Board approved the issuance of an RFP in April 2000, and this action is to award the contract to Thompson, Cobb, Bazilio & Associates at an amount not to exceed $139,860. Funds for this service are available in the FY 2000-01 Budget.

RECOMMENDED ACTION:

Authorize the Chairman to execute a contract effective July 2000 with Thompson, Cobb, Bazilio & Associates for performance of the triennial performance audit for the fiscal year ending June 30, 2000 at a total cost not to exceed $139,860.

Background

On April 25, 2000, the AQMD released RFP #9900-19 for the triennial performance audit for FY ending June 30, 2000. The Health & Safety Code Section 40453 requires the AQMD to contract with a qualified firm once every three years to conduct a performance audit of the AQMD’s activities. This is the fourth performance audit of the AQMD to be conducted pursuant to Health & Safety Code Section 40453. The objective of the performance audit is to evaluate AQMD compliance with laws and regulations, economy and efficiency of operations, and effectiveness in achieving program results. The activities within the AQMD Work Program for FY ending June 30, 2000 will be the foundation for the performance audit.

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD's own electronic listing of certified minority vendors; AQMD Purchasing's mailing list; and AQMD Administrative & Human Resources's list of interested childcare center management agencies. Notice of the RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and will be placed on the Internet at AQMD's Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and on AQMD's 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

The AQMD received a total of four proposals, by the 1:00 p.m., June 2, 2000 deadline, which were evaluated by a technically qualified panel in accordance with criteria contained in the RFP.

Panel Composition

An evaluation panel was convened to evaluate the four proposals and consisted of an attorney representing the California Manufacturing and Technology Association Southern California Air Quality Alliance; Chief, of the Administrative Services Division, California Air Resources Board; and three AQMD staff made up of one Assistant Deputy Executive Officer, the Chief Financial Officer, and a Financial Analyst. Of these five panelists four are male, one is female and all are Caucasians.

Of the four proposals received, two were rated technically qualified and were scored for cost. The evaluation results for the two proposals are:

The selection criteria used to rank the proposals included responsiveness to the RFP; technical expertise; qualifications and experience; past performance; cost; and SB/SBJV/DVBE/DVBEJV/DVBE/SB Subcontractors/Local Business designation (non-EPA). Based on the panel’s assessment of the criteria, Thompson, Cobb, Bazilio & Associates was selected to be recommended to the full Board.

Resource Impacts

The maximum audit cost is $139,860. Sufficient funds for this project are included in the FY 2000-01 Budget.
