Adopt Resolution to Renew General Services Agreement with County of Los Angeles
SYNOPSIS:
Since its inception, the AQMD has contracted with the County of Los Angeles for the provision of various services such as treasury services, vehicle oil and gasoline, retirement program administration, and various supply items. The estimated annual cost of these services is $30,000. The current agreement expires on June 30, 2000, and the proposed agreement is for a period of five years beginning July 1, 2000 and ending June 30, 2005. The Board is currently reviewing its Treasury Management options. This agreement would not preclude the AQMD from appointing a new Treasurer other than the County of Los Angeles.

RECOMMENDED ACTION:
Adopt the attached resolution which authorizes the Chairman to execute the Agreement and sets forth those services desired from County of Los Angeles.

Background
The AQMD executed a five-year agreement in July 1995 with the County of Los Angeles for provision of various services. The agreement permits the AQMD to obtain services such as Administration of the AQMDs Retirement Plan and Treasury functions at rates determined by the County Auditor/Controller. The agreement provides a contractual mechanism whereby the AQMD may avail itself of various services provided by the County of Los Angeles but does not preclude the AQMD from obtaining these services from other sources if it is in the AQMDs best interest to do so.
Proposal
This action is to adopt the attached Resolution which authorizes the Chairman to execute an Agreement and sets forth those services desired from the County of Los Angeles.
Resource Impacts
Funds for these services are included in the FY 2000-01 Budget.

A resolution of the South Coast Air Quality Management District Board authorizing a General Services Agreement with the County of Los Angeles and specifying services required of it.
WHEREAS, the Board of the South Coast Air Quality Management District desires to contract with the County of Los Angeles for performance by the County of certain services; and
WHEREAS, the District has authority to contract for such services pursuant to Health and Safety Code Section 40701 (f);
THEREFORE, BE IT RESOLVED that the South Coast Air Quality Management District Board hereby authorizes its Chairman to execute the General Services Agreement with the County of Los Angeles and requests the Board of Supervisors of the County of Los Angeles to execute said Agreement and to authorize County departments to continue to provide the following services:
