The following report reflects the activities of the Public Affairs Office for the month of April. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

    AQMD is hosting a community meeting to address permitting issues surrounding the CENCO refinery reopening. The meeting is scheduled for May 16, 2000 at 6:30 p.m. at the Greater LA Vector Control Headquarters located at 12545 Santa Fe Springs Blvd., Santa Fe Springs, CA.

The District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities during April.

Andrew Godmen, an environmental health officer from Hertfordshire, England, spent the week at AQMD meeting with staff on an exchange program sponsored by the National Sanitary Foundation. He also attended the Compton Town Hall Meeting.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

Association of Real Estate Agents: Staff gave a presentation on Rule 1146.2 – Emissions of Oxides of Nitrogen from Large Water Heaters and Small Boilers, and Proposed Rule 222 – Filing Requirements for Specific Emission Sources Not Requiring a Written Permit.

Ceramics manufacturer: Inquired about permit requirements for coating ceramic products using water-based coatings in ovens. Discussed Rule 219 and advised that if the coating usage is less than 3 gal/day and the baking oven is less than 2 MM Btu/hr, permits are not required.

As the result of a courtesy call: Clarified permit expiration dates and helped the customer file for a change of operator.

Wrought iron fence fabricator: Referred by a local city environmental health official. Staff conducted an on-site consultation meeting to determine the permitting requirement status of its painting operation. Also advised the company to keep records for the painting operation.

Coating operation: Requested assistance in finding ways to expand and still comply with AQMD requirements. Staff advised that any request to raise the daily VOC emission limit imposed by the existing permit would not be approved; would have to start using lower VOC paints or install additional emission control equipment.

Light fixture manufacturer: Recently obtained permit for powder spray booth. After installation they had problems with powder escaping out the front of the booth. Staff visited the facility to assist with an application for modification, but found the reason for the problem was that the spray booth had not been installed as specified in the application. Advised owner to contact the installer to rectify it.

General construction: Existing company received a Notice of Violation. At the request of District Prosecutor, staff helped to resolve the violation and compliance issues. The assistance was provided in Spanish.

Solvent reclaimer: Setting up new processing facility to reclaim waste cleaning solvent used by printing industry. Referred by Cal. EPA's Ontario Permit Assistance Center. Staff provided explanation of equipment, emissions and other permitting requirements for the equipment.

Small dry cleaner: Cited for operating a dry cleaning machine without a valid permit. Interacting with District Prosecutor, staff provided assistance in the Order for Abatement petition hearing in the Hearing Board proceedings.

General building contractor: Referral from District Prosecutor regarding a violation issued on abrasive blasting equipment. Conducted an on-site visit, explained applicable District rules, and assisted in the completion of applications for Permits to Operate. The assistance was given in Spanish.

Company requested on-site consultation to comply with permitting of mixing tanks and wanted to straightened out existing permits as the equipment description does not match the permits. Staff visited the facility and went over the existing permits and suggested remedies. Discussed District rules and regulations for filing additional permits.

Household BBQ propane tank refurbishing plant: Inland Empire Economic Partnership arranged for staff to meet with the company and provide assistance and explanations of District's rules and permitting requirements.

Time-share condo complex: Applied for permit for emergency generator and wanted to know if other equipment will require permits. Staff advised that spa and pool heaters will not require permits, but will have to meet rule requirements.

Powder coating shop: Owner is starting up business and wanted to know permitting requirements. Staff gave information on types of booth filtration available and which must be used to obtain maximum powder usage limits on permit. Also discussed BACT requirements on curing oven.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues. Additionally, staff administers the AB 2766 Subvention Fund Program.
