The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes which occurred since last month’s forecast are summarized. There may have been changes to this report since review by the Stationary Source Committee.

Rules to be Rescheduled/Removed and Added

Rule 109 -Recordkeeping for Volatile Organic Compound Emissions
Rule 481 - Spray Coating Operations

Source Specific Standards

Rule 109 is being amended rather than adopting Rule 109.1 in August, as reflected in last month's report. This proposal will amend Rules 109, 481, 1107, 1136, 1141, 1141.1, 1141.2 and 1162 to implement the recommendations of the Monitoring, Recordkeeping, and Reporting Task Force to streamline VOC recordkeeping.

Rule 442 - Usage of Solvents (CM#99 CTS-020)

The proposed amendment is being rescheduled from September to October in order to develop a more accurate universe and inventory for emission reductions calculations. This proposed amendment will delete obsolete language, reallocate VOC emissions to other rules and reduce VOC emissions from solvent usages in the remaining provision of the rule.

Rule 1102 - Petroleum Solvent Dry Cleaners
Rule 1103 - Pharmaceuticals and Cosmetics Manufacturing Operations

These proposed amendments are being rescheduled from August to September to allow additional public input for the environmental assessment. The proposed amendments are required to address CARB comments to ensure the District regulations are as stringent as other air districts in the state.

Rule 1124 - Aerospace Assembly and Component Manufacturing Operations

The proposed amended rule, scheduled for 2001, will decrease toxic emissions from aerospace operations. Aerospace operations were identified in the draft Air Toxics Control Plan and the resolution for Rule 1402 to be investigated for a possible source specific rule.

Rule 1194 – Commercial Airport Ground Access

Proposed Rule 1194 is being rescheduled from July to August in order to allow more time for staff to review and develop the rule and to seek input from the affected parties. The proposed rule will require commercial airport ground access (taxi, limousine, shuttle service) fleet operators to purchase or lease alternative-fuel vehicles when adding or replacing vehicles in the fleet.

Rule 1401 - New Source Review of Toxic Air Contaminants
Rule 1402 - Control of Toxic Air Contaminants from Existing Sources

As reflected in last month's Rule Forecast Report, Rule 1402 was scheduled for amendment in August. A report will be submitted to the Board with the proposed amendment to Rule 1401 but Rule 1402 will not be amended since specific compounds are not listed in the rule. The state recently finalized new or revised chronic risk factors for toxic air contaminants. This report will analyze potential impacts from these changes and make recommendations relative to using new risk values for Rules 1401 and 1402.

Rule 1610 - Old Vehicle Scrapping

The proposed amendment is being rescheduled from June to August in order to evaluate proposed rule changes for the auto-scrapping and vehicle repair program. Review of ARB's statewide rule on car scrapping and recommendations from the Rule 1610 Working Group may necessitate further rule amendments or the creation of a vehicle repair program.

The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source specific toxic related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
