PROPOSAL:

Receive Recommendations Stemming from Board's Millennium Goals Retreat and Direct Staff to Implement Specified Actions As Part of the FY 2000-01 Budget and Work Program

SYNOPSIS:

On December 2 and 3, 1999, the Governing Board held a Millennium Goals Retreat. The Retreat format allowed members an expanded opportunity to look at the array of District programs at this turn of the century (including planning, evaluation, enforcement, and legislative facets, among others), and to discuss how the agency can best maintain leading-edge air quality programs in the future. Board Members have suggested a set of action initiatives, including a number of items directed toward the specific needs of senior residents.

RECOMMENDED ACTION:

  1. Accept suggestions developed through Millennium Goals Retreat process, as detailed in the attached action initiatives, and

  2. Direct staff to implement the attached action initiatives, including activities directed toward the specific needs of senior residents, upon approval of the FY 2000-01 Budget.

Background

Last fall, Chairman Burke called for a special Governing Board Millennium Goals Retreat, "to look clearly at where we stand, and where we want to lead this agency." He suggested that the Retreat focus on the agency's next intended targets in three areas:

Chairman Burke noted that the primary goal of the Retreat should be to open up the agency's sight beyond the year 2000. He suggested that the Retreat's discussion topics include:

On December 2 and 3, 1999, the Governing Board held a Millennium Goals Retreat in Huntington Beach, with attendance as follows:

Dec. 3 Members Burke, Coad, Glover, LaPisto-Kirtley, Lee, Mikels, Wilson

The Retreat agenda, provided as Attachment 1, encompassed discussions regarding AQMD programs' planning, evaluation, enforcement, and legislative facets, among others.

Retreat agenda item #6 solicited suggestions from Board Members to address the special needs of senior residents; and agenda item #8 solicited suggestions for future agency activities and actions aimed at maintaining leading-edge air quality programs. Those suggestions have been compiled as proposed action initiatives, and are presented as Attachment 2.

Proposal

Staff will design the attached initiatives to include evaluation mechanisms to assess project effectiveness in supporting specific AQMD goals and objectives as proposed for FY2000-01. Staff will provide a planned implementation schedule for the full set of initiatives at the May meeting of the Administrative Committee, and regular status reports thereafter.

Resource Impacts

Costs associated with the Millennium Goals Retreat action initiatives will be included in the proposed FY2000-01 Budget. Initiatives or portions thereof which require additional funding will be brought to the appropriate Board Committee for review and forwarded to the full Board for approval.
