PROPOSAL:

Issue Request for Qualifications for Technical Assistance for Marine Vessel Emission Testing Services and Technical Assistance/Due Diligence Investigation of Proposed Carl Moyer Program Awardees - Marine Vessels

SYNOPSIS:

The Request for Qualifications will solicit statements of qualifications from individuals and organizations potentially capable of providing emissions testing services and technical assistance in conducting due diligence investigation of application information supplied for marine vessels under the Carl Moyer Memorial Air Quality Standards Attainment Program. It is anticipated that multiple awards for level-of-effort contracts will be made from this solicitation. Sufficient funds are available from the Carl Moyer Program Special Revenue Fund to support this work in an amount not to exceed $50,000.

Issue the attached Request for Qualifications #2000-14 for marine vessel emission testing services and technical assistance/due diligence investigation of proposed Carl Moyer Program Awardees for Marine Vessels, in an amount not to exceed $50,000.

Background

The Air Quality Management Plan (AQMP) emphasizes the need for rapid development and commercialization of progressively lower-emitting technologies and clean fuels. The AQMD Governing Board established the Technology Advancement program to support industry in meeting this challenge through a public-private partnership to develop and demonstrate these technologies. The primary function of Technology Advancement is to administer and manage the State-mandated Clean Fuels program, adopted by the Governing Board on January 8, 1988. The objective of the Clean Fuels Program is to support and promote the development and demonstration of clean fuels and new pollution control technologies to expedite their utilization in the South Coast Air Basin (Basin).

The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) was established to provide funding assistance for the incremental cost of cleaner heavy-duty vehicles, off-road vehicles and equipment, marine, and locomotive engines. The ARB is administering the overall program effort and has developed the program requirements and criteria. Local air districts administer project funding. The AQMD has been allocated $8,550,000 in FY1999-00 Carl Moyer funds.

At its February 2000 meeting, the Governing Board approved the re-issue of RFP #9900-06 Appendix 4 - Marine Vessels for the Carl Moyer Memorial Air Quality Standards Attainment Program to solicit projects for low-emission marine and port applications. New engines, re-powers and retrofits are allowed within the program. The attached Request for Qualifications (RFQ) seeks qualified parties who will assist in the evaluation of responses to the above-named RFP.

The Technology Advancement Office relies on the technical assistance, support, and outreach efforts of a number of uniquely qualified contractors to cover the broad range of emerging technologies, to ensure that the AQMD acquires the most up-to-date information on these technologies. These contractors provide support in a variety of areas including, but not limited to, marine vessels, fuel cell, electric vehicles, alternative fuels and infrastructure development, commercialization, outreach, alternative fuel vehicle applications, renewable energy resources, and locomotives.

Request For Qualifications

Staff recommends that the Board approve the proposed Request for Qualifications (RFQ) for technical assistance to the Technology Advancement program for emission testing services and technical assistance and due diligence investigation of Carl Moyer Program Awardees - Marine Vessels. The objective of the RFQ is to obtain technical support to accurately evaluate the Carl Moyer marine vessel proposals. Technical experts in marine technology more appropriately conduct such an evaluation and the RFQ will ensure that the AQMD acquires the best expertise available. The RFQ will solicit statements of qualifications from individuals and organizations potentially capable of providing marine vessel emission testing services and technical assistance.

Additionally, potential vendors will be notified utilizing the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notice of the RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Bid Evaluation

Submitted qualifications will be evaluated by a diverse panel of technically qualified individuals according to the criteria described in the attached RFQ. The consultants selected shall be retained by level-of-effort contracts; therefore work assignments can be issued for specific needs and projects without requiring lengthy consultant selection processes for each individual project. It is anticipated that multiple awards for level-of-effort contracts will be made from this solicitation.

The total amount of AQMD funding for the level-of-effort contracts will not exceed $50,000, with the amount of funding allocated to any contract or contracts dependent upon the consultant's qualifications and AQMD needs. This project is to be funded from the Carl Moyer Program Special Revenue Fund.
