This report highlights AQMD rulemaking activity for the year 2000. Upcoming public workshops are also noted in the report.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes which occurred since last month’s forecast are summarized. There may have been changes to this report since review by the Stationary Source Committee.

In this month's report, the status of the 1999 SIP's implementation is also summarized. The 1999 SIP commits the AQMD to adopt and implement control measures to achieve VOC reductions by specified timeframes as well as to consider a list of control measures identified in the SIP. Figures 1 and 2 illustrate the reductions to be achieved by rules adopted as of April this year.

As can be seen, creditable SIP reductions from amended Rule 1150.1 - Control of Gaseous Emissions from Municipal Sold Waste Landfills, Rule 461 - Gasoline Transfer and Dispensing in February and April 2000, and Rule 1130 - Graphic Arts from last year, combined achieve approximately 90% of the emission reduction commitment for the year 2000. In addition, the implementation schedule adopted is significantly ahead of the time frame specified in the 1999 SIP projection. There are four remaining rules to be considered in this calendar year as required under the 1999 SIP:

PR1138 - Restaurant Operations, PAR442 - Usage of Solvents, PAR1168 - Emission Reductions from Adhesives, and PR1132 - Emission Reductions from Large Solvent and Coating Operations. It is thus anticipated that the SIP reduction target for this year will be met, if not exceeded.

Rules to be Rescheduled/Removed and Added

Rule 1122 - Emissions Reductions from Degreasing Operations (CM#99 CTS-08, CM#99 ADV CLNG)

The proposed amendments are rescheduled from August to October in order to collect toxic emissions data and to determine/evaluate additional potential VOC reduction approaches. The proposed amendments include, among other methods, reducing the VOC content from 50 g/l to 25 g/l for cleaning materials in batch-loaded cold cleaners.

Rule 1146 - Emissions of Oxides of Nitrogen from Industrial Institutional and Commercial Boilers, Steam Generators, and Process Heaters

The proposed amended rule is added to June in order to address an issue with a variance in a timely manner. A separate amendment is scheduled for October to address CARB comments.

Rule 1186.1 - Alternative-Fuel Sweepers

Proposed Rule 1186.1 is being rescheduled from July to August so that additional comments from the PR 1186.1 Working Group can be incorporated into the rule language and supporting documentation. Proposed Rule 1186.1 would require that all newly purchased (owned, leased, or contracted for) sweepers used in government street sweeping be alternate-fuel sweepers.

Regulation XIII - New Source Review

These amendments are being rescheduled from July to August to allow additional public input for the environmental assessment. The proposed amendments will separate Best Available Control Technology (BACT) into Lowest Achievable Emissions Rate (LAER) for federal major sources and state BACT for minor sources.

Rule 1401 - New Source Review of Toxic Air Contaminants

The proposed amended rule is scheduled for August. The state recently finalized new or revised chronic risk factors for toxic air contaminants. This report will analyze potential impacts from these changes and make recommendations relative to using new risk values for Rules 1401 and 1402.
