Set Public Hearings June 16, 2000 to Consider Amendments and/or Adoption to AQMD Rules and Regulations
SYNOPSES:
(A) Proposed Rule 1192 Clean On-Road Transit Buses: Proposed Rule 1192 will require transit fleet operators with 15 or more buses to purchase rule compliant buses when adding or replacing vehicles in an existing fleet or forming a new fleet. (Review: Mobile Source Committee on April 28, 2000.)
(B) Proposed Rule 1193 - Clean On-Road Residential and Commercial Refuse Collection Vehicles: Proposed Rule 1193 will require public and private refuse collection fleet operators with 15 or more refuse collection vehicles to purchase rule compliant refuse vehicles when adding or replacing refuse collection vehicles in an existing fleet or forming a new fleet. (Review: Mobile Source Committee on April 28,2000.)
(C) Rule 403.1 - Wind Entrainment of Fugitive Dust: Rule 403.1 is a complementary regulation to Rule 403 (Fugitive Dust) and is applicable to certain Coachella Valley activities during high wind conditions. When Rule 403.1 was originally adopted in 1993, a rule reference was included to a specific Rule 403 provision. Since that time, Rule 403 has been amended and the provision referenced in Rule 403.1 has moved. Staff proposes this minor administrative amendment to Rule 403.1 to preserve the original intent of the Rule. (Review: Stationary Source Committee on May 26, 2000.)
(D) Rule 1146 - Emissions of Oxides of Nitrogen from Industrial, Institutional, and Commercial Boilers, Steam Generators, and Process Heaters: AQMD is proposing to amend Rule 1146 to address issues raised by a variance. Proposed Amended Rule 1146 will provide a one-time exemption from the NOx emission limit for owners and operators of standby boilers which exceeded 90,000 therms of annual heat input in a single previous calendar year. (Review: Stationary Source Committee on April 28, 2000.)

RECOMMENDED ACTION:
Set Public Hearings June 16, 2000 to adopt Rules 1192 and 1193, and amend Rules 403.1 and 1146.
