Mobile Source Air Pollution Reduction Review

SYNOPSIS: 

Below is a summary of key issues addressed at the MSRC’s April 27, 2000, meeting. The next MSRC meeting is Thursday, May 25, at 1:30 p.m. in Room CC8.

Approval of Minutes

Minutes from the March 23, 2000, MSRC meeting were unanimously approved, as submitted. The minutes are attached for your information (Attachment 1).

FY 2000-01 Work Program

At its March 23, 2000 meeting, the MSRC directed its Technical Advisory Committee to develop a traditional work program while including a reserve category that could be used to hold back a portion of FY 2000-01 funds for support of the fleet rules in the next work program. At that time the MSRC did not identify any percentage or dollar amounts for the traditional categories or the reserve, nor did it decide how it would support the fleet rules next year. Discussions have centered around whether funding should be provided for direct compliance with the rules versus ancillary support, such as funding for training and infrastructure, to help expedite implementation of the rules.

At its April 27, 2000 meeting, the MSRC deliberated on recommendations from its TAC relative to FY 2000-01 work program categories, as well as received an update on the AQMD's proposed fleet rules and a report on the socio-economic report. The MSRC discussed their preference and practice of not funding mandates as it relates to the fleet rules, and decided they would like to support the fleet rules by focusing on infrastructure since the majority of the costs in the first five years would be towards infrastructure needs. By funding infrastructure, which is not mandated, the MSRC can best impact assistance required by the fleet rules. And infrastructure co-funded by the MSRC would be required to be publicly accessible. To this end, the MSRC's technical advisor is studying how this can be achieved at transit facilities. The MSRC allocated $1 million for TCM programs and $13 million for clean fuels programs, with a stated preference of focusing on infrastructure, alternative fuel school buses, and a local government subvention match program. Solicitations will be developed for the following programs:

The MSRC noted that all of its clean fuels programs in the FY 2000-01 Work Program will act as precursors to the fleet rules.

The TAC has now been tasked with developing the details of, and recommending specific dollars for, the above programs. In June the MSRC will consider RFPs for these programs.

Fiscal Year 1998-99 Third and Fourth Quarter Miscellaneous Expenditures

In May 1998 the MSRC approved the reimbursement of AQMD staff and contract administration and technical support for FY 1998-99 as well as $30,000 for miscellaneous costs, such as printing, mailing and supplies. For the FY 1998-99 third and fourth quarter miscellaneous costs were $20,063.85. Miscellaneous costs for FY 1998-99 totaled $28,374. A transfer of funds will be processed to reimburse the AQMD for these miscellaneous expenditures on behalf of the AB 2766 Discretionary Fund Program.

Final Reports Received and Approved

The MSRC unanimously received and approved six final reports, as follows:

  1. Orange County American Lung Association Contract #98009, which provided $50,000 for an air alert video project;
  2. Riverside County Transportation Commission Contract #98012, which provided $32,870 for an education-on-the-road project;
  3. City of Glendale Contract #99006, which provided $128,750 for an alternative fuel transit bus program;
  4. Trojan Battery Company Contract #96039,which provided $126,800 for development of an electrolyte circulation/manifold watering system;
  5. Safeway Sign Company Contract #99013, which provided $391,518 for an EV Charging Station Directional Signage Implementation Program; and
  6. Air Instruments and Measurements, Inc. Contract #96028, which provided $315,362 for development of a novel vehicle exhaust remote sensing instrument for fast, multi-component analysis.

All final reports are filed in the AQMD's Library.

Contract Modification Requests

The MSRC took the following actions on two contract modifications:

  1. Approval of a cost reallocation for $145,500 for an overrun on equipment procurement on Southern California Regional Rail Authority Contract #96035, for the retrofit of a Metrolink locomotive to LNG, a project that had to be terminated after General Motors discontinued its participation on the project; and
  2. Approval of a three-month contractual term extension and $2,000 cost reallocation to expand marketing for Surface Transportation Policy Project Contract #99011, which provided $154,593 for a location efficient mortgage project.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1994-95 through the present. This Contract Administrator Report is attached for your information (Attachment 2).
