PROPOSAL: 

Approve Salary Adjustment for Noncontract Management, Confidential, and Attorney Employees

SYNOPSIS: 

Current labor contracts provide for salary adjustments for union-represented employees effective June 26, 2000. This recommendation is to approve an equivalent salary adjustment for noncontract management, confidential, and attorney employees, also effective June 26, 2000.

Background

In October, for the Professional Bargaining Unit, and in December, for the Office Clerical & Maintenance and Technical & Enforcement Bargaining Units, the Board approved three-year labor contracts that included annual salary adjustments. For the Professional Unit, the labor contract granted the following adjustments: 3% July 12, 1999, 2.5% June 26, 2000, and 2.5% June 25, 2001. For the Technical & Enforcement and Office Clerical & Maintenance Units, the adjustments were: 3% July 12, 1999, 2% June 26, 2000, and 2% June 25, 2001. The latter two bargaining units negotiated a lower salary increase than the Professional Unit in the second and third years of their contract in return for a higher employer contribution toward health benefits.

The Board approved the same 3% salary adjustment that union-represented employees were granted in the first year of their contracts for noncontract management, confidential, and attorney employees, effective July 12, 1999, on October 8, 1999.

Proposal

A salary adjustment of 2.5% is recommended for noncontract management, confidential, and attorney employees, effective June 26, 2000.

Resource Impacts

The cost of this adjustment for all management, confidential, and attorney employees, including designated deputies, is approximately $281,000. Sufficient funds have been included in the Draft Budget for FY 00-01.

RESOLUTION NO. 00-

                        A Resolution of the South Coast Air Quality Management District Board amending AQMD’s Salary Resolution to adopt new salaries for noncontract management, confidential, and attorney classes as contained in Salary Resolution, Section 54.

                        WHEREAS, the Governing Board of the South Coast Air Quality Management District exercises its duty to review and determine appropriate wages, hours, and other terms and conditions of employment provided to employees.

                        THEREFORE, BE IT RESOLVED that the Board of the South Coast Air Quality Management District, State of California, in regular session assembled on May 19, 2000, does hereby amend AQMD’s Salary Resolution to adopt new salaries for noncontract management, confidential, and attorney classes as contained in Salary Resolution, Section 54.
