Establish List of Prequalified Vendors to Provide Printing Services
SYNOPSIS:
On July 21, 2000, the Board approved the release of an RFQ for printing services. This item is to establish a list of prequalified vendors for printing services for a two-year period.

Background
On July 21, 2000, the AQMD released RFQ #Q2001-01 for Printing Services. The purpose of this RFQ was to prequalify vendors to provide printing services in support of the AQMD Print Shop. Vendors qualified will be issued purchase orders for printing services and other specialized tasks, such as tabbing, numbering, folding, etc.

In accordance with the AQMDs consulting and contracting policies, a public notice advertising the RFQ (RFP) and inviting bids was published in the following publications:

Additionally, potential bidders were identified using the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMDs own electronic listing of certified minority vendors; and AQMD Purchasings mailing list. Notices of the RFQ were mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMDs Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMDs 24-hour telephone message line for bidders (909) 396-2724.
Bid Evaluation
One hundred and sixty-six copies of the RFQ were mailed out and seventeen bids were received in response to the RFQ when final bidding closed at 2:00 p.m. on August 25, 2000. Of the seventeen bids, two were from certified minority-owned businesses, three from non-certified minority-owned businesses, and one was from a certified small business; none was from a certified woman-owned or a disabled veteran-owned business enterprise. Panel evaluation of the seventeen responses was based on references and vendor ability to perform the scope of work defined in the RFQ. Of the seventeen responses, fourteen met the minimum requirements specified in the RFQ. However, staff will come back to the Board in December for authorization to re-release the RFQ with an amendment to clarify the printing service categories in an effort to make it easier and more efficient for small businesses to respond to specific work requests. Those already prequalified in this action will not need to resubmit bids, but they may modify their bid and others will be allowed to bid as well.
Attachment A lists the fourteen vendors prequalified to provide printing services as needed for a two-year period.
Panel Composition
The evaluation panel consisted of three AQMD staff a Print Shop Supervisor, an Offset Operator, and a Mail/Subscription Services Supervisor. Of these three panelists, one is female and two are male; one is Caucasian, and two are Hispanic.
Resource Impacts
Funds for these services are included in the FY 2000-01 Budget.
