This report highlights the September 2000 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of September. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

As of March 2000, the AQMD has met the objectives of the Environmental Justice Initiatives. Policies and Procedures are in place to address the Environmental Justice concerns of communities and individuals.

INITIATIVE	ACTIVITY
Town Hall Meetings	A Community Briefing on LAX was held for Inglewood on Wednesday, Sept. 20, 2000 at Faithful Central Bible Church. A Community Meeting on CENCO Refinery will be held in the South Whittier area on Tues., Oct. 17, 2000 at South Whittier Intermediate School located at 13243 E. Los Nietos Rd., Whittier.
Ambient Monitoring of Air Toxics	MATES-II and Microscale Study Completed.
Community Response Teams	Boyle Heights Air Monitoring Report is finalized. Findings will be presented to the community in October 2000. Felton Elementary Air Monitoring at Lloyd Adult Learning Center (Lawndale), a site that is adjacent to the 405 Fwy but does not have the influence of LAX, is scheduled to start the week of Oct. 16th.

COMMUNITY EVENTS/PUBLIC MEETINGS

Each year, thousands of AQMD customers receive tips on reducing their exposure to smog and its health effects; information on ways to participate in AQMD rule and policy development; and assistance in resolving air quality-related problems through events and meetings which AQMD sponsors alone or with others. The following describes the activities undertaken during September.

Distributed various outreach materials and agreed to provide them with a written summary of all environmental curriculum and other related programs available.
9/6	Los Angeles	Spoke with Executive Director of Asthma & Allergy Foundation who stated that the Breathmobile MOU had not been signed by LA County Board of Supervisors, but was first being reviewed by Health Deputies (9/20) before adding to Board of Supervisors' agenda on October 3. She apologized for the previous mis-communication.
9/9	Los Angeles	Staffed an information table and distributed outreach literature at health fair hosted by Assemblyman Marco Firebaugh.
9/13	Los Angeles	Spoke with Warner Brothers regarding information on the Adopt-A-School Bus Program and the possibility of using Rule 2202 requirements to assist with school bus retrofits.
9/14	Orange	Attended meeting of American Lung Association, Orange County Latino Advisory Committee, to discuss planning of a Spring 2001 conference on Lung Health and Environmental Justice issues.
Ongoing	Districtwide	In partnership with Executive Office, Public Advisor staff began organizing "Public Sectors for Clean Air" conference for policymakers to share success stories and lessons learned.
Ongoing	Districtwide	Assisted architectural contractor with parameters of Rule 1403 - Demolition and Asbestos Surveys. Yielded four calls, follow-up research, interfacing with District personnel and guidance on how to obtain a permit.
Ongoing	Districtwide	Worked with Planning and Rule Development staff on Rules 1133 and 1137. Coordinated focus group sessions and worked with contractor to implement new outreach approach for the two proposed rules.
9/16	Los Angeles	Staffed information table and distributed outreach literature at L.A. Times Festival of Health at USC.
9/17	Los Angeles	Staffed information table and distributed outreach literature at Black Business Expo at Los Angeles Convention Center.
9/20	Los Angeles	Hosted, organized and facilitated Town Hall Meeting at Faithful Central Church in Inglewood.
9/26	Los Angeles	Staffed an information table and distributed outreach materials at Celebration 2000 at Mt. San Antonio College in Walnut. About 1,000 attended.
9/26	Los Angeles	Gave presentation to area neighbors on Order for Abatement on Crumb Rubber Manufacturing in Compton. Hearing scheduled for Oct. 28.
9/28	Los Angeles	Staffed a rideshare fair at Dreamworks in Glendale. Attended by 250 employees.

AQMD receives dozens of requests each month from trade associations, chambers of commerce and community-based groups, as well as schools, hospitals and health-based organizations, requesting a District staff member to speak on a variety of air quality-related issues. In turn, the District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities handled during September.

9/26	Headquarters	Thirty-five engineers from China, in town for a three-day seminar hosted by The Training Source at Mt. San Antonio College, received a general air quality overview and a tour of AQMD headquarters.
9/27	Headquarters	Mr. Kantapan Pisalsukskul, Environmental Officer from the Ministry of Science Technology and Environment, Thailand, met with Public Affairs and Laboratory Services staff on air pollution control and urban management.
9/29	Headquarters	Ms. Fang-Ling Liao, Project Engineer, and Ms. Shufang Kao, Project Planner, Taiwan Energy Commission, met with Public Affairs and Planning Staff on regulations relating to CO2 emissions.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

9/1-29	San Bernardino, Riverside	Expired Permits Courtesy Program: Staff visited 10 businesses to determine why they could not be reached by phone to advise them their permits were expiring. Found most had closed, moved, or changed ownership. Gave information to two companies on how to reinstate their permits.
9/11-12	Los Angeles	Business Outreach: Latino Business Expo. Provided technical/small business assistance at District booth.
9/13	Orange	Small dry cleaner: Cited for vapor leak. Working with District Prosecutor, provided assistance in penalty assessment determination.
9/13	Los Angeles	Construction/general contractor: Explained District rules and the Statewide Portable Equipment Program for two internal combustion engines and two pile drivers.
9/14	Orange	Business Outreach: Attended Hispanic Chamber of Commerce, "North County Business Meeting."
9/14	Orange	Metal product fabricator: Expanding to include a wastewater evaporator. Explained applicable District rules and provided a clearance letter.
9/14	Los Angeles	Small dry cleaner: Petitioned for variance protection from Rules 203 and 1421. Staff provided assistance in the variance hearing proceedings.
9/15	Los Angeles	Abrasive blasting: Proposing to install abrasive blasting equipment. Discussed requirements and applications for dust collector and abrasive blasting cabinet.
9/15	Los Angeles	Business Outreach: Los Angeles Black Business Expo. Staff provided technical/small business assistance at District booth.
9/19	Orange	Energy co-generation facility. Conducted an on-site consultation regarding expired permits due to non-payment of the annual renewal fees and provided assistance re-instating expired permits.
9/19	Los Angeles	Auto body shop: Requested assistance completing permit application for existing spray booth. Staff went to facility to assist with application and also found that site was less than 1,000 ft. from nearby school and advised that public notification would be required.
9/19	Los Angeles	Aerospace electronics manufacturer: Company received Notice of Violation for operation of vapor degreaser without permit and requested assistance applying for a permit. Staff visited facility. Advised it would be difficult to obtain a permit on the degreaser because the solvent is now listed as toxic and permitting requirements have become very restrictive. Suggested they find water-based cleaner and provided list of suppliers.
9/19	Los Angeles	Auto body shop: Staff attended a public meeting regarding the issuance of a spray booth permit to body shop that is located near a school. Provided assistance in Spanish.
9/20	Los Angeles	Building management company: Was issued a Notice of Violation for operating a fire pump engine without a permit. Conducted an on-site consultation and provided assistance applying for a permit to operate for the emergency engine. Staff is also working with District Prosecutor to possibly reduce the penalty since the owner was not informed about the permitting requirements since purchasing his building in 1993.
9/20	Los Angeles	Service station: Facility recently changed ownership and new owner is unable to pay annual fee for permit. Asked if fee could be reduced because business is not good. Staff visited station to make sure number of nozzles on the permit is correct. Discussed with owner how he could apply to Fee Review Committee to pay fee in several installments.
9/20	Los Angeles	Long Beach Water Dept.: Referred by District Supervisor. Was issued a Notice of Violation for not obtaining a permit prior to doing modification on an existing fuel dispensing station. Company claimed no modification had taken place and the equipment description on the permit was incorrect. They requested an on-site consultation. Staff went to the facility and looked at the original 461 form submitted with application and also the original plans. Staff advised the company to submit a new application for modification with penalty and provided necessary forms. Also advised the company to stop cutting stainless steel with an unpermitted plasma arc to avoid having to permit the plasma arc, since the application fees for plasma arc is under Schedule C, and would be over $3,000.
9/21	Los Angeles	Printing: Facility is installing a new lithographic printing press. Staff assisted applicant with application forms and informed of Rule 1130 compliance guidelines.
9/21	Los Angeles	Local school district security & emergency center: Conducted an on-site consultation meeting and provided assistance obtaining a permit for an emergency engine donated by the closed Navy shipyard.
9/22	Los Angeles	Powder coating facility: Referred by Compliance & Enforcement staff. Conducted an on-site consultation and provided assistance with new permit applications. Provided assistance in Chinese.
9/26	Los Angeles	Cabinet manufacturer: Owner received Notice to Comply for coating usage recordkeeping. Explained how to obtain VOC information and fill out forms.
9/26	Los Angeles	Assisted staff from the California Trade and Commerce Agency with Small Business issues.
9/27	Orange	Auto body shop: Proposing to install a spray booth. Provided on-site bilingual Spanish assistance on required forms, fees and rules.
9/27	Riverside	Service station: Company took over ownership of station with expired permit. Assisted in submitting forms for reinstatement and change of ownership.
9/28	Riverside	Wooden shutter manufacturer: Wants to expand production and wanted to know how to obtain permission to spray more coating. Discussed low-VOC coatings; more efficient coating methods, change of permit conditions, and purchase of emission credits.
9/28	Orange	Printing and publishing: Existing business requested compliance information as a result of outreach efforts. Explained applicable District rules. The assistance was given in Spanish.
9/29	Orange	Auto body shop: Referral from Cal/EPA, South Orange County Environmental Protection Permit Screening Program. Staff provided and explained applicable District rules and provided an application package for Permit to Operate.
9/29	Orange	Restaurant: Referral from Cal/EPA, South Orange County Environmental Protection Permit Screening Program. Staff provided and explained Rule 222, assisted in the completion of an application package, and issued a clearance letter.
9/29	Los Angeles	Wrought iron fence manufacturer: Company was given Notice to Comply for coatings use recordkeeping. Discussed VOC limits for metal coating and how to complete forms.
9/29	Los Angeles	Met with staff from the State of California Trade and Commerce Agency to discuss the fleet rules and to discuss small business issues.

9/26	Orange	Attended Buena Park City Council Meeting. Discussed Rule 1190 series rules, alternative fuel infrastructure funding, and commuter rail station matters with the mayor, council members, city manager, and police chief.
9/26	Los Angeles	Conferred with staff from the South Bay Cities COG regarding issues related to MOU for AB 2766 outreach.
9/27	Riverside	Discussed a constituent business problem with the City Manager of the City of Perris. The business, which operates a permitted spray booth, has bumped against their permitted maximum emissions under the current Reg. XIII. Their problem may be resolved by Governing Board action at the October 2000 Board Meeting.
9/28	San Bernardino	Attended Baldy View Public/Private Coalition (CLOUT) Meeting. Discussed recent AQMD activities, emphasizing the importance of clean fuel vehicle programs with city officials present.
