SYNOPSIS: 

This report highlights the September 2000 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of September. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

As of March 2000, the AQMD has met the objectives of the Environmental Justice Initiatives. Policies and Procedures are in place to address the Environmental Justice concerns of communities and individuals.

  1. Town Hall Meetings

  • A Community Briefing on LAX was held for Inglewood on Wednesday, Sept. 20, 2000 at Faithful Central Bible Church.

  • A Community Meeting on CENCO Refinery will be held in the South Whittier area on Tues., Oct. 17, 2000 at South Whittier Intermediate School located at 13243 E. Los Nietos Rd., Whittier.

COMMUNITY EVENTS/PUBLIC MEETINGS

Each year, thousands of AQMD customers receive tips on reducing their exposure to smog and its health effects; information on ways to participate in AQMD rule and policy development; and assistance in resolving air quality-related problems through events and meetings which AQMD sponsors alone or with others. The following describes the activities undertaken during September.

Distributed various outreach materials and agreed to provide them with a written summary of all environmental curriculum and other related programs available.

AQMD receives dozens of requests each month from trade associations, chambers of commerce and community-based groups, as well as schools, hospitals and health-based organizations, requesting a District staff member to speak on a variety of air quality-related issues. In turn, the District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities handled during September.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

Expired Permits Courtesy Program: Staff visited 10 businesses to determine why they could not be reached by phone to advise them their permits were expiring. Found most had closed, moved, or changed ownership. Gave information to two companies on how to reinstate their permits.

Auto body shop: Requested assistance completing permit application for existing spray booth. Staff went to facility to assist with application and also found that site was less than 1,000 ft. from nearby school and advised that public notification would be required.

Aerospace electronics manufacturer: Company received Notice of Violation for operation of vapor degreaser without permit and requested assistance applying for a permit. Staff visited facility. Advised it would be difficult to obtain a permit on the degreaser because the solvent is now listed as toxic and permitting requirements have become very restrictive. Suggested they find water-based cleaner and provided list of suppliers.

Auto body shop: Staff attended a public meeting regarding the issuance of a spray booth permit to body shop that is located near a school. Provided assistance in Spanish.

Building management company: Was issued a Notice of Violation for operating a fire pump engine without a permit. Conducted an on-site consultation and provided assistance applying for a permit to operate for the emergency engine. Staff is also working with District Prosecutor to possibly reduce the penalty since the owner was not informed about the permitting requirements since purchasing his building in 1993.

Service station: Facility recently changed ownership and new owner is unable to pay annual fee for permit. Asked if fee could be reduced because business is not good. Staff visited station to make sure number of nozzles on the permit is correct. Discussed with owner how he could apply to Fee Review Committee to pay fee in several installments.

Long Beach Water Dept.: Referred by District Supervisor. Was issued a Notice of Violation for not obtaining a permit prior to doing modification on an existing fuel dispensing station. Company claimed no modification had taken place and the equipment description on the permit was incorrect. They requested an on-site consultation. Staff went to the facility and looked at the original 461 form submitted with application and also the original plans. Staff advised the company to submit a new application for modification with penalty and provided necessary forms. Also advised the company to stop cutting stainless steel with an unpermitted plasma arc to avoid having to permit the plasma arc, since the application fees for plasma arc is under Schedule C, and would be over $3,000.

Printing: Facility is installing a new lithographic printing press. Staff assisted applicant with application forms and informed of Rule 1130 compliance guidelines.

Local school district security & emergency center: Conducted an on-site consultation meeting and provided assistance obtaining a permit for an emergency engine donated by the closed Navy shipyard.
