The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMDs rulemaking and control measure implementation schedule. Scheduling changes which occurred since last months forecast are summarized.

Emission Reductions from Degreasing Operations (CM#99 CTS-08, CM#99 ADV CLNG) |
|
Proposed amendment to Rule 1122 is being rescheduled from February 2001 to March 2001 to allow staff additional time to address issues raised by the technical panel. Proposed revisions include, among other methods, reducing the VOC content for cleaning materials in batch-loaded cold cleaners. Additionally, toxic materials used in degreasing operations will also be examined. | |

Rule 1166 |
Volatile Organic Compound Emissions from Decontamination of Soil |
|
Proposed amendment to Rule 1166 is being rescheduled from February 2001 to March 2001 to allow additional time to prepare detailed site specific and various location plans for inclusion into the rule. The proposed amendment will further limit the emissions of VOCs during the treatment of contaminated soil. | |

Rule 1196.1 |
Clean On-Road Heavy-Duty Public Fleet Vehicles for Private Fuel Suppliers and Utilities |
|
Proposed Rule 1196.1 is being added and will be scheduled for July 2001. The proposed rule is an expansion of Rule 1196 and would require private fuel suppliers and private utilities to purchase cleaner burning or alternative fueled. | |

Rule 1425 |
Motion Picture Film Labs |
|
Proposed Rule 1425 is being rescheduled from January 2001 to February 2001 to allow staff additional time to work with affected facilities. Proposed rule will reduce perc emissions from motion picture film labs processes such as film cleaning and printing. This rule is one of the industry-specific rules identified in Rule 1402 and the Air Toxics Control Plan. The rule will also implement NESHAP requirements for halogenated solvent cleaning. | |

Proposed Rule 1612.1 is being rescheduled from December 2000 to January 2001 to allow additional time to resolve key issues raised by CARB staff. | |

Below is a list of all rulemaking activity scheduled for the year 2000. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source specific toxic related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
