Issue RFP for Insurance Brokerage Services
SYNOPSIS:
AQMD currently contracts with Aon Risk Services of Southern California for insurance brokerage services. The contract expires on March 31, 2001. This action is to issue an RFP to solicit proposals from licensed insurance brokerage firms interested in providing these services to AQMD for the next three-year period, commencing April 1, 2001.

Background
AQMD currently contracts with Aon Risk Services of Southern California to provide insurance brokerage services. These services include the marketing of AQMD’s property and liability insurance needs and representing AQMD’s interest in the negotiation and placement of various insurance instruments for loss exposures. These services are also expected to include the data collection and analysis of values and properties subject to loss, preparation of insurance proposal submissions, and the development of strategies for obtaining cost-effective coverages and premiums based on market conditions. The current contract expires March 31, 2001.
Proposal
Staff requests permission to release RFP #P2001-16 to solicit bids from licensed insurance brokerage firms interested in providing these services. The subsequent contract for insurance brokerage services would authorize the selected insurance brokerage firm to utilize its resources to negotiate, subject to Executive Officer approval, cost-effective and advantageous insurance coverages based on current market conditions. Funds expected to be expended for insurance purposes are included in AQMD’s budget each fiscal year under the District General – Insurance account.

In accordance with AQMD's consulting and contracting policies, a public notice advertising the RFP and inviting proposals will be published in the following publications:
Additionally, potential bidders will be identified using Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Empire Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notice of the RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and will be placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon]; and on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.
Bid Evaluation
Proposals will be reviewed and evaluated by a diverse, technically qualified panel in accordance with criteria contained in the attached RFP.
