This report highlights the August 2000 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications.

The following report reflects the activities of the Public Affairs Office for the month of August. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

As of March 2000, the AQMD has met the objectives of the Environmental Justice Initiatives. Policies and Procedures are in place to address the Environmental Justice concerns of communities and individuals.

ACTIVITY

  1. Town Hall Meetings

A Community Briefing on LAX is scheduled for Inglewood on Wednesday, September 20, 2000 at Faithful Central Bible Church. Prior to the meeting there will be a Health and Environmental Fair. Southern California Edison will bring out the Energy Star® bus. Charles R. Drew University will conduct health screenings for: asthma, breast and prostate cancer, sickle cell anemia, tuberculosis, hypertension, HIV/AIDS, and bone marrow.

MATES-II and Microscale Study:

  • Completed.
  1. Community Response Teams

Inglewood

  • AQMD Laboratory Services and Special Projects staff is completing testing for particulates in and around the Los Angeles International Airport. Results are expected to be released at the September Community Briefing in Inglewood.

Boyle Heights

  • Air Monitoring along Soto Avenue and 7th Streets in East L.A. is completed. Laboratory is completing final analysis. CARB is conducting year-long air monitoring in the Boyle Heights community.

COMMUNITY EVENTS/PUBLIC MEETINGS

Each year, thousands of AQMD customers receive tips on reducing their exposure to smog and its health effects; information on ways to participate in AQMD rule and policy development; and assistance in resolving air quality-related problems through events and meetings which AQMD sponsors alone or with others. AQMD receives dozens of requests each month from trade associations, chambers of commerce and community-based groups, as well as schools, hospitals and health-based organizations, requesting a District staff member to speak on a variety of air quality-related issues. In turn, the District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities handled during August.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

Medical center: Subject to short-notice power shut down under the utility voluntary demand reduction program. The center operates an emergency engine/generator with a permit issued before 12/95 which has a condition prohibiting the use of the engine for such purpose. December 1995 amendments to Rule 1304 changed this prohibition. Staff provided assistance applying for a re-issuance of the permit.

Dry cleaner: Inspected facility using the new "GreenEarth" technology (a silicon-based solvent); and made arrangements with the owner to conduct an equipment/process demonstration for AQMD personnel.

Small dry cleaner: Obtained a variance to operate an existing dry cleaning machine with the expired permit until April 15, 2001. At District Prosecutor’s request, staff conducted an on-site consultation and provided assistance with equipment specifications and recordkeeping compliance requirements. Also assisted with calculating the excess emission fees required by the Hearing Board.

Dept. of Defense, Defense Logistic Agency (DLS): Manages the Federal Catalog system, containing more than eight million products, from which Federal agencies, the military and NATO allies order products. DLS has adopted SCAQMD’s low-VOC standard in a new initiative to "highlight" Environmentally Preferable Products (EPRO) in the Federal system. Approached by DLS environmental staff, SBAO staff established a liaison with DLS in order to provide assistance and advice to manufacturers and vendors who must participate in selling "green" to the Federal government program.

Semiconductor manufacturer: Proposing to start up a semiconductor and integrated circuit manufacturing facility. Discussed applicable rules and regulations. Provided application forms and fee information.

Staff provided assistance to the company in petitioning for an emergency variance to allow the facility to continue to operate while repairing the air pollution control equipment.
