The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMDs rulemaking and control measure implementation schedule. Scheduling changes which occurred since last months forecast are summarized.

In September, the SCAQMD Governing Board set the hearing for 60 days to allow additional time for CEQA analysis. Proposed amendments to Rules 219, 481, 1107, 1141, 1141.1, 1141.2 and 1162 are being rescheduled from October to November. | |

Rule 1103 |
Pharmaceuticals and Cosmetics Manufacturing Operations |
|
As part of its review of the 1997 AQMP, CARB provided comments to the AQMD to amend Rule 1103 to make it as stringent as comparable rules in other air districts in California. Amendments to Rule 1103 were adopted in 1999 specifically to comply with CARB's request. By amending Rule 1103, the AQMD has also complied with the Settlement Agreement, which also requires amending Rule 1103 to make it as stringent as comparable rules in other air districts in California. As a result, Rule 1103 is now being removed from the Rule Forecast Report and this information will be forwarded CARB. (See Attachment "E"). | |

Emissions from Gaseous and Liquid Fueled Internal Combustion Engines |

Proposed amendment to Rule 1110.2 is being rescheduled from 2000 to 2001 (date to be determined). Staff will develop proposed amendments to Rule 1110.2 after EPA provides a response to comments that were submitted to EPA on their proposed SIP action for this rule. | |

Emission Reductions from Large Solvent and Coating Operations (CM #99 CTS-09) |
|
Proposed Rule 1132 is being rescheduled from November 2000 to January 2001 to additional staff additional time resolve key issues raised during the rule development. | |

Rule 1195 |
Clean On-Road School Buses |
|
Proposed Rule 1195 is being rescheduled from December 2000 to January 2001 to allow more time to develop funding proposals and to evaluate the results of pilot studies underway to test particulate traps. Proposed Rule 1195 will require public school bus fleet operators to purchase or lease cleaner school buses when adding or replacing school buss in the fleet. Under Sections 40919 and 40447.5 of the Health and Safety Code, the AQMD can require fleet operators of 15 or more vehicles to purchase cleaner burning vehicles. | |

Proposed amendment to Regulation XX is being rescheduled from 2000 to March 2001 to allow for the decisions of the Governing Board and any following results of the October 2000 public hearing to ratify the findings of the RECLAIM program. This postponement will also allow the refinery facilities time to learn whether clean fuels credits will be required for Phase 3. | |

Proposed amendment to Regulation XXV is being rescheduled from 2000 to 2001 (date to be determined). EPA is revising its draft Economic Incentive Program Guidelines. When the guidelines are published, staff will proceed with development of intercredit trading rules. | |

Reg. XXX Rule 3003 Rule 3005 Rule 3008 |
Title V Facility Permits Applications Permit Revisions Potential to Emit Limitations |
|
Staff is proposing Rules 3003, 3005 and 3008 to be added to the rule development schedule for January 2001. New proposed Rule 3008 will establish facility emissions limits for Title V minor sources (facilities which have the potential to emit pollutants equal to or less than the major source thresholds for regulated air pollutants and hazardous air pollutants). The adoption of the rule will reduce the number of facilities required to obtain a Title V Facility Permit and compliance will be determined based on specific reporting and record keeping requirements. Proposed Amended Rule 3003 will extend the deadline for filing Title V Facility Permit applications. Proposed Amended Rule 3005 will correct SIP deficiencies. | |

The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source specific toxic related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C).
