Below is a summary of key issues addressed at the MSRC’s September 28, 2000, meeting. The next MSRC meeting is Thursday, October 26, 2000, at 1:30 p.m. in Room CC8.

Approval of Minutes

Minutes from the August 24, 2000, MSRC meeting were unanimously approved, as submitted. The minutes are attached for your information (Attachment 1).

FY 2000-01 AB 2766 Discretionary Fund Work Program

The MSRC adopted "Guidelines for AB 2766 Discretionary Fund Proposal Submission and Evaluation Process" which outlines how proposals are received upon submission and the evaluation process followed by the MSRC. These guidelines were adopted as part of the MSRC's Operational Policies and Procedures and have been placed on the MSRC's website under "proposals process." All members of the MSRC and MSRC's Technical Advisory Committee (MSRC-TAC) will be provided an official copy for reference and use in the upcoming evaluation phase of the FY 2000-01 Work Program.

The deadline for seven RFP/Qs was October 5, 2000. The MSRC-TAC has formed five evaluation subcommittees to review these proposals during the month of October, and will develop funding recommendations for the full MSRC-TAC to consider at its November 16 meeting and the MSRC on November 30. The final FY 2000-01 Work Program will be on the consent calendar of the December 15, 2000 Governing Board agenda for our consideration.

The Alternative Fuels Subvention Fund Match Program Announcement and Application (#PA2001-01) was released last month and proposals will be accepted starting February 1, 2001, through June 30, 2001. Our Board will consider these projects separately as part of the FY 2000-01 Work Program on a monthly basis as local governments submit them.

CARB ZEV Mandate Hearing

On September 8, 2000, at the conclusion of its two-day ZEV mandate hearing, the CARB reaffirmed the ZEV mandate for 2003, and directed its staff to work with manufacturers to look at ways of reducing the costs to consumers and introduce flexibility to the regulation. MSRC Chair Will Kleindienst provided testimony, and emphasized the commitment that the MSRC has made in the EV arena. In support of the ZEV mandate, the MSRC will be considering a restructuring of its ZEV and ULEV Buydown Programs at its next meeting. The SCAG representative on the MSRC expressed the need for a gas-tax equivalent for ZEVs to assist in infrastructure development and to make up for the gas-tax shortfall this region will experience as ZEVs replace traditionally fueled gasoline vehicles.

Receipt and Approval of a Final Report

The MSRC unanimously received and approved one final report for the City of Los Angeles Department of Water & Power Contract #99025, which provided $44,545 for a Bike Patrols for Clean Air project.

All final reports are filed in the AQMD's Library.

Contract Modification Requests

The MSRC took the following unanimous actions on three contract modifications at its September 28 meeting:

  1. Approval of a three-month contractual term extension for the City of Malibu's EVCharge Contract #99104, which provides $23,346 for charging stations;

  2. Approval of a six-month contractual term extension for Walter N. Marks EVCharge Contract #99050, which provides $12,757 for charging stations; and

  3. Denial for reinstatement of an expired contract with Ampco System Airport Parking, Contract #99020, which provided $356,488 for LPG airport shuttle buses and refueling infrastructure.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1994-95 through the present. This Contract Administrator Report is attached for your information (Attachment 2).
