REPORT: 

FY 1999-00 AQMD Contract Activity

SYNOPSIS: 

The attached annual report lists the number of contracts let during FY 1999-00, the respective dollar amounts, award type, and authorized contract signatory for the AQMD. This report includes the data provided in the March 2000 report covering contract activity for the first six months of FY 1999-00.

Background

Since FY 1995-96, staff has provided a semi-annual report to the Governing Board on contract activity. This report identifies four categories of contract awards: 1) New Awards – new contracts for professional services and research projects; 2) Other – air monitoring station leases, Board member assistant agreements, revenue contracts from other agencies, or miscellaneous lease agreements which generate revenue, e.g., lease of AQMD space; 3) Sponsorships – contracts funding public events and technical conferences which provide air quality benefits; 4) Amendments – modifications to existing contracts usually reflecting changes in project scope and/or schedule. The report further specifies, under New Awards, which contracts were awarded competitively and which were awarded on a sole-source basis. Within each of the four categories, the level of approval (Board or Executive Officer) is indicated.

Summary

Of the 217 contracts and amendments issued during this period, New Awards accounted for 108, Other accounted for 18, Sponsorships accounted for 36, and Amendments accounted for 55. The total value for new awards was $16,743,280, including Carl Moyer and AQIP awards. Of this amount $14,643,273 or 87.5% was awarded through the competitive process. The total value of all contracts and amendments for this period was $17,878,912 with 62 contracts and amendments totaling $16,696,697 approved by the Board and 155 contracts and amendments totaling $1,182,215 approved by the Executive Officer. Of this latter amount $328,203 was for Board member assistant contracts approved through the Board’s Administrative Committee.
