PROPOSAL: 

Establish List of Prequalified Vendors to Provide Printing Services

SYNOPSIS: 

On December 15, 2000, the Board approved release of an amended RFQ for printing services that made it easier and more efficient for small businesses to become prequalified and, once on the list, to respond to specific work requests. This item is to add vendors to the previously approved list and to establish an all-inclusive two-year list of prequalified vendors for various categories of printing services.

Background

A list of prequalified vendors for printing services was established at the November 2000 Board meeting. With Board approval, AQMD released an amended RFQ #Q2001-01A on December 19, 2000, for printing services to clarify the printing service categories in an effort to make it easier and more efficient for small businesses to become prequalified and to respond to specific work requests. The purpose of this RFQ was to prequalify additional printing services vendors and to establish an all-inclusive two-year list by printing services category. Those already prequalified did not need to resubmit bids to remain on the list. Prequalified vendors on this list will be asked to bid competitively on specific printing jobs that arise during the term of the list.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFQ (RFP) and inviting bids was published in the following publications:

Additionally, potential bidders were identified using the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notices of the RFQ were mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

One hundred seven copies of the RFQ were mailed out, and twelve bids were received (including one re-submission from a prequalified vendor) in response to the RFQ when final bidding closed at 2:00 p.m. on January 18, 2001. Of the eleven new vendors submitting bids, one was from a certified small business and two were from self-certified small businesses. Panel evaluation of the eleven responses was based on references and vendor ability to perform the scope of work defined in the RFQ. All eleven additional vendors met the minimum requirements specified in the RFQ and are recommended for prequalification in the appropriate categories. Those prequalified earlier have been incorporated into the revised list to give a consolidated list by printing service category.

Attachment A lists the twenty-five vendors recommended for prequalification to provide printing services as needed in the specified categories for a two-year period.

Panel Composition

The evaluation panel consisted of three AQMD staff – a Print Shop Supervisor, an Offset Press Operator, and a Print Shop Duplicator. All three are male, one is Caucasian and two are Hispanic.

Resource Impacts

Funds for these services are included in the FY 2000-01 Budget.
