SYNOPSIS: 

This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of April.

Background

At its April 9, 1999 meeting, the Governing Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, will no longer require individual Governing Board approval. However, a monthly report of all RFPs and RFQs over $50,000 will be included as part of the Board agenda package and the Board may, if desired, take individual action on any. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFPs and RFQs will be published in the following publications:

A listing of open RFPs and RFQs will be made available to various legislative caucuses, community groups, trade organizations, chambers of commerce and other interested parties at the time the Notice Inviting Bids/Proposals is submitted for publication.

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business and Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notices of the RFPs/RFQs will be mailed to the African-American and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by a diverse panel of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

Issue RFP for Re-Design of Permit Application Forms

One of the recommendations of the Permit Streamlining Task Force (B4), is to redesign the permit application forms to be more user friendly for both the permit applicant, for permitting and data entry staff at AQMD. This action is to release an RFP to solicit bids from qualified contractors to standardize all AQMD’s permit application forms, and to convert all existing forms to a new format that is both user-friendly and web-enabled. The selected contractor will also design at least five ‘intelligent form’ packages. These ‘intelligent forms’ will provide feedback to the permit applicant, upon completion of the data requested on the forms, data on emissions and compliance with key AQMD’s Rules and Regulations. The Administrative Committee reviewed this item on March 9, 2001 and recommended approval.

 
RFP Issue RFP for Security Guard Services at Diamond Bar Headquarters Tharp/3018
P2001-34 The current three-year security guard services contract expires on September 9, 2001. This action is to issue an RFP to solicit bids from interested parties in order to secure a new three-year contract for this service. The Administrative Committee reviewed this item on March 9, 2001 and recommended approval.
