Approve Compensation Package for Designated Deputy
SYNOPSIS:
This action is to increase the annual compensation for Designated Deputy Elaine Chang to $112,184, effective April 7, 2001, when she assumed the responsibilities of Deputy Executive Officer of Planning, Rules, and Area Sources.

Background
In 1987, the District established an at-will form of employment whereby senior management employees serve, as Designated Deputies, at the pleasure of the Executive Officer1
under an Executive Management Agreement. The current Designated Deputy serving as Deputy Executive Officer for Planning, Rules & Area Sources, Jack Broadbent, is leaving District employment effective April 6, 2001, to take a position with U. S. EPA, Region IX. Dr. Chang has been serving in the capacity of Deputy Executive Officer since April 7, 2001. Immediately prior to that date, she has been the Assistant Deputy Executive Officer for that office. Her performance in that capacity has been outstanding. She is fully knowledgeable about all functions of the office and has over eleven years experience at AQMD, serving in progressively responsible positions. She has provided critical technical and policy support to the Executive Officer and the Board on a wide range of issues. She has quite ably demonstrated her ability to manage complex technical and policy issues in an innovative and effective manner and to seek solutions satisfactory to all stakeholders, including state and federal agencies, and the business and environmental communities.

Proposal
The Executive Officer proposes to modify the Executive Management Agreement with Dr. Elaine Chang to change her working job title and increase her compensation, effective April 7, 2001, to $112,184, with all other provisions, including ending date of the term of the contract (7/31/03) to remain the same. The salary recommended is the same as other Designated Deputies serving at the Deputy Executive Officer level. Future cost of living adjustments will be according to the standard provision in the contract and equivalent to that granted to non-attorney management employees.
Fiscal Impacts
Sufficient funds for salaries and benefits are allocated in the current year's budget and will be allocated in future years' budgets. The proposed salary is consistent with salaries previously approved by the Board and recommendations from a consultant report on management salaries.

- The South Coast Air Quality Management District ("District") and Dr. Elaine Chang ("Designated Deputy") have previously executed an Executive Management Agreement dated February 18, 2000 for a term commencing August 1, 2000 and terminating July 31, 2003.
- The parties wish to change the Designated Deputys working job title and compensation.
The parties therefore agree to modify the Agreement to change the working job title to Deputy Executive Officer and increase current compensation to $112,184, effective April 7, 2001. All other provisions of the above-referenced Agreement shall remain in full force and effect.
