This report highlights AQMD rulemaking activity for the year 2001. Upcoming public workshops are also noted in the report.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.

Rules to be Rescheduled/Removed and Added
 

Rule 444

Open Burning

Proposed amendments to Rule 444 are being rescheduled from October 2001 to November 2001 to allow more time to revise inventories and seek public input.

Rule 1162

Polyester Resin Operations

Proposed amendment to Rule 1162 is being rescheduled from September 2001 to October 2001. Additional time is needed to complete the technical feasibility and cost-effectiveness analysis of control options and identify potential impacts.

Rule 1173.1

Fugitive Emissions from Large Sources of Volatile Organic Compounds (CM#99 FUG-03, 04 and 05)

Proposed amendment to Rule 1173.1 is being rescheduled from September 2001 to October 2001. Additional time is needed to complete the technical feasibility and cost-effectiveness analysis of control options and identify potential impacts.

Rule 1309.1

Priority Reserve

Proposed Amended Rule 1309.1 is being added to November 2001 calendar. The proposed amendments would facilitate the siting of new electric generating facilities by allowing temporary access to the District's Priority Reserve account to obtain offset credits for pollutants that are in short supply in the open market, such as CO and SOx.

Below is a list of all rulemaking activity scheduled for the year 2001. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
