SYNOPSIS: 

This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of August.

Background

At its April 9, 1999 meeting, the Governing Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, will no longer require individual Governing Board approval. However, a monthly report of all RFPs and RFQs over $50,000 will be included as part of the Board agenda package and the Board may, if desired, take individual action on any. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

Outreach

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFPs and RFQs will be published in the following publications:

A listing of open RFPs and RFQs will be made available to various legislative caucuses, community groups, trade organizations, chambers of commerce and other interested parties at the time the Notice Inviting Bids/Proposals is submitted for publication.

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business and Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notices of the RFPs/RFQs will be mailed to the African-American and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by a diverse panel of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

Issue RFP for Data Cabling Infrastructure Upgrade

As AQMD's computer applications have grown, so have the demands on local area network bandwidth. Our current network infrastructure was designed and installed in 1990 and can no longer support the bandwidth demands. Last fiscal year, the network core was upgraded as part of a three-phase network infrastructure upgrade. This second phase consists of a data cabling upgrade in order to provide increased network bandwidth (with the associated performance gains) at the user desktop. This action is to issue an RFP to select a vendor for data cabling infrastructure upgrade. The Administrative Committee reviewed this item on July 13, 2001 and recommended approval.

Issue RFP to Qualify Classification and Compensation Study Services Providers

Organizational changes, the effects of earlier downsizing and the addition of new programs may have had an impact on AQMD job duties and responsibilities. As a result, a districtwide review of job classifications has been initiated. This RFP is to qualify firms for a three-year period to perform individual and group studies as needed. Total funding for these services, in the FY 2001-02 Budget is $100,000. The RFP will be released August 17, 2001 and will close September 18, 2001. The Administrative Committee reviewed this item on July 13, 2001 and recommended approval.

Issue RFQ to Purchase Gas Chromatograph/Mass Spectrometer System

As part of the compliance efforts of the AQMD, the laboratory routinely analyzes samples from point, fugitive, area sources for VOC and other emissions. A gas chromatograph/mass spectrometer system (GC/MS) is essential for accurate sample analysis. This GC/MS will replace an instrument that is over 15 years old and will ensure continued capabilities to analyze these samples. Funds are available as part of the state subvention funding recognized by the Board at its February 2001 meeting. The Administrative Committee reviewed this item on July 13, 2001 and recommended for approval.
