Approve Release of RFP for Technical Advisor Services to the MSRC in Support of the AB 2766 Discretionary Fund Program
SYNOPSIS:
Currently, the MSRC receives Technical Advisor Services from Raymond Gorski. Mr. Gorski was retained after a competitive bid process in FY 1996-97. His contract allowed for one base year and three optional years with the final optional year expiring on June 30, 2001. The MSRC continues to have need for technical advisor services for the foreseeable future, and seeks to obtain the best qualified individual through a competitive bid process. Therefore, the MSRC requests Board approval to release an RFP for these services. This RFP will again seek services for one base year while allowing for three optional years to be exercised by the MSRC.

Background
The MSRC retains a Technical Advisor to provide technical assistance in support of the AB 2766 Discretionary Fund program. These tasks generally include assistance in evaluating proposed AB 2766 Discretionary Fund projects, monitoring the technical performance of contractors, reviewing all final reports, keeping the MSRC and MSRC-TAC apprised on the latest technologies and scientific developments that may affect projects, and preparing the annual ARB-required report assessing the emissions benefits and cost effectiveness of AB 2766 Discretionary Fund projects. The Technical Advisor is funded through the AB 2766 Discretionary Fund.
In FY 1996-97, the MSRC released a Request for Proposals to provide such technical services for FY 1997-98, with options for three one-year extensions. Following evaluation of two proposals, Raymond Gorski was selected to serve as the MSRCs Technical Advisor from July 1, 1997 through June 30, 1998. Subsequently, three one-year extensions have been exercised by the MSRC. The current contract expires on June 30, 2001.
Proposal
The MSRC continues to have need for technical advisor services for the foreseeable future, and seeks to obtain the best-qualified individual through a competitive bid process. Therefore, the MSRC requests Board approval to release RFP #P2001-31 for these services. This RFP will again seek services for one base year while allowing for three optional years to be exercised by the MSRC. The base year begins July 1, 2001 and ends June 30, 2002. Proposals will be due by 5:00 p.m. on March 20, 2001.
Outreach
Assuming approval of the RFP, a public notice will appear in several newspapers throughout the Basin, including several targeting minorities, inviting proposals in accordance with the AQMD's consulting and contracting policies. A targeted mailing list of consultants throughout the Basin will be assembled for a specialized mailing of the RFP.
The RFP will also be placed on the MSRC's website at "http://www.msrc-cleanair.org" as well as included on the AQMD's website under the "Business and Job Opportunities" icon, and information will be included about the RFP on the AQMD's bidder's 24-hour telephone message line (909) 396-2724.
Proposal Evaluation
Members of the MSRC and/or MSRC-TAC, a diverse group of individuals appointed by participating member agencies as prescribed in the Health & Safety Code, will evaluate proposals received by the deadline. Proposals will be evaluated and points awarded based upon the criteria outlined in the RFP. The top-ranked bidders may be interviewed. Final selection by the MSRC will be made at its April 2001 meeting, and submitted to the Board for consideration and approval under the consent calendar on the May 2001 agenda.
Resource Impacts
Health & Safety Code Section 44243(2)(c) requires the AQMD to deposit the discretionary fund revenues "in an account to be used, pursuant to Section 44244, to provide grants to fund projects for the exclusive purpose of reducing air pollution from motor vehicles." Since the monies for the Technical Advisor will be drawn from this special fund, there would be no fiscal impact on the AQMDs operational budget.
