The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.

Definition of Terms |

Proposed amendments to Rule 102 is being rescheduled from April to To-Be-Determined 2001 in order to include a future delisted compound (Tertiary Butyl Acetate) in the Exempt Compounds definition. EPA is currently working on delisting. | |

Rule 109 |
Recordkeeping for Volatile Organic Compound Emissions |
|
Proposed amendments to Rule 109 is being rescheduled from March 2001 to To-Be-Determined 2001. The possible amendments to this rule to provide an exemption from recordkeeping for UV/EB coatings have been delayed, pending additional discussions with ARB, EPA and stakeholders through the Home Rule Advisory Group. | |

Rule 481

Spray Coating Operations
|
|
Proposed amendments to Rule 481 (currently listed in To-Be-Determined), Rule 1107 (not in currently rule schedule), and Rule 1141.2 (currently listed in To-Be-Determined) are being rescheduled and scheduled (Rule 1107) to June 2001. ARB has requested that the test methods in these rules be added or updated to reflect current implementation practices. An amendment may also be considered for Rule 481 to clarify and include an exemption from spray enclosures for pleasure craft coating operations. | |

Proposed amendments to Rule 518.2 is being rescheduled from April 2001 to To-Be-Determined 2001 pending on resolution of remaining issues with the EPA, ARB and interested parties. | |

Standards of Performance for New Stationary Sources
|
|
Proposed amendments to Reg. IX is being rescheduled from 2001 (date to be determined) to April 2001and proposed amendments to Reg. X is being added to April 2001. Amendments will update Regulations IX and X to include by reference, recent federal actions promulgated amendments, corrections and clarification to 40CFR Part 60 Standards of Performance for New Stationary Sources and 40 CFR Part 61 National Emission Standards for Hazardous Air Pollutants. | |

New Source Review of Toxic Air Contaminants |

Proposed amendment to Rule 1401 are being added to the rule calendar for June 2001. Proposed amendment will update the list of compounds and effective dates in the rule. The amendments reflect recent changes by OEHHA for approximately 20 chemicals with chronic health impacts. | |

Below is a list of all rulemaking activity scheduled for the year 2001. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
