Authorize Purchase of Twenty-Eight Vehicles for AQMD Fleet

SYNOPSIS: 

To reduce the number of high-mileage vehicles in AQMD’s aging fleet and to promote the use of dedicated CNG vehicles, staff recommends purchasing twenty-eight dedicated CNG vehicles. After reviewing specifications of dedicated CNG vehicles available through the State of California Multiple Award Schedule and through local dealerships, staff has determined the Toyota Camry best meets AQMD’s needs in terms of cost, driving range, cargo capacity, fuel economy, ease of handling, and product availability.

Authorize the purchase of twenty-eight dedicated CNG Toyota Camrys and authorize the Procurement Manager to execute all documents for this purchase at an amount not to exceed $702,000.

Background

Guidelines set forth in AQMD’s Equipment Replacement Plan call for annual replacement of high-mileage vehicles that are no longer cost effective to maintain and repair. Last year the Board approved the purchase of 29 dedicated CNG vehicles to replace sedans used primarily by compliance and air monitoring network staff. Based on staff review of appropriately sized dedicated CNG vehicle models available through the State of California Multiple Award Schedule and through local dealerships, and on actual test drives, the Toyota Camry was judged best suited to AQMD needs in terms of cost, driving range, cargo capacity, fuel economy, ease of handling, and current availability. The 2001 Toyota Camry dedicated CNG model is available only from Toyota Motor Sales, U.S.A. Inc., fleet sales division at a quoted per vehicle cost of $24,985.80, including sales tax (see attached).

Proposal

This action is to authorize the Procurement Manager to execute a purchase order with Toyota Motor Sales, U.S.A., Inc. for twenty-eight Toyota Camrys. Total cost for these vehicles, based on current price quotes, is $688,529.18.

Resource Impacts

The cost of replacement vehicles will not exceed the $702,000 included for this purpose in the FY 2000-01 Budget.
