PROPOSAL: 

Establish List of Prequalified Providers of Temporary Employment Services

SYNOPSIS: 

On March 16, 2001, the Board approved release of an RFP to solicit bids from temporary employment services providers interested in being prequalified to provide services to AQMD through the end of June 30, 2003. This recommendation is to obtain Board approval for this prequalification.

Approve the list of temporary employment services providers, included as Attachment A, as prequalified to provide temporary employment services, as needed, through June 30, 2003.

Background

On March 16, 2001, the Board approved release of RFP #2001-32 to solicit bids from temporary employment services providers in order to prequalify businesses to provide AQMD temporary employees for a two-year period.

When temporary staffing is needed during the life of the recommended prequalified provider list, hiring authorities will request competitive bids from all prequalified providers listed for the respective job category. Final selection will be made by the hiring authority based on the cost to AQMD, the fit between job skills of temporary personnel available and AQMD's staffing needs, the level of pay provided the temporary employee, and the ability of the temporary employment services agency to provide any related services that might be needed. If particular temporary staffing needs cannot be met by any of the prequalified agencies, other agencies may be selected to provide temporary staffing services.

Additionally, potential bidders were identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD's own electronic listing of certified minority vendors; AQMD Purchasing's mailing list; and AQMD Human Resources' list of interested temporary services agencies. Copies of the RFP were mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations. The RFP was also placed on the Internet at AQMD's Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and on AQMD's 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

A total of 345 notices and copies of the RFP were mailed out, and 45 qualified proposals were received by the close of bidding at 5:00 p.m., April 20, 2001. The bids covered four major categories of temporary staffing: office/clerical, field/technical, laboratory analysis, and computer-related services. A panel of five AQMD staff representing user divisions and administrative functions, including three managers, the Affirmative Action Officer, and a Human Resources Analyst, reviewed the proposals. The panel consisted of two females and three males; two African Americans and three Caucasians.

A total of 47 proposals were received; two proposals were disqualified as late or incomplete. The 45 qualified proposals included the following businesses: four woman-owned, four minority-owned, eight minority woman-owned, and one minority disabled veteran-owned, for a total of 17 (38%) minority, women, or disabled veteran business enterprises. The technical and financial qualifications of the bidders were evaluated based on the criteria specified in the RFP. All of the bidders were determined to be qualified and capable of providing temporary employment services in at least one of the job categories. Staff recommends the temporary employment services providers listed in Attachment A be prequalified by the Board.

Resource Impacts

There are no direct resource impacts relating to the prequalification of temporary employment services providers. The amount allocated for temporary employment services is approved by the Board as part of the AQMD budget process.
