PROPOSAL: 

Amend Rule 1610 – Old-Vehicle Scrapping

SYNOPSIS: 

Staff proposes to withdraw the proposed amendments to Rule 1610 until CARB adopts amendments to its Voluntary Accelerated Light-Duty Vehicle Retirement regulations. CARB’s action is expected to take place this Fall. The public hearing will be set after CARB amends its regulation.

Forego currently scheduled hearing for PAR 1610 – Old-Vehicle Scrapping and set hearing date after CARB action to revise its Voluntary Accelerated Light-Duty Vehicle Retirement regulations.

Background

At the April 20, 2001 meeting, the Board continued the public hearing on PAR 1610 to the July 20, 2001 meeting. The proposed amendments to Rule 1610 would provide consistency with the CARB regulations. However, to date, CARB is currently in the process of amending the Voluntary Accelerated Light-Duty Vehicle Retirement (VAVR) regulations to be compatible with the Smog Check Consumer Assistance Program of the Bureau of Automotive Repair (BAR).

The CARB staff report with the recommended regulation changes is undergoing an informal public review that is scheduled to be completed by July 31, 2001. CARB staff has not set a specific date for their Board to consider amendments to the VAVR regulations, but it is likely to take place this Fall. Any amendments to Rule 1610 should be after the VAVR regulations are amended by CARB.

Staff Recommendation

Staff will reschedule a public hearing after the VAVR regulations are amended by CARB. CARB supports this delay in our regulatory action. Staff anticipates no adverse air quality impacts as a result of this delay.
