PROPOSAL:

Amend Contracts with Applied Knowledge, Inc., R Systems, Inc. and Windsor Technologies, Inc. to provide Short- and Long-Term Systems Development and Support Services

SYNOPSIS:

The AQMD currently has contracts with four companies for short- and long-term systems development services. These contracts are periodically amended to add budgeted funds as additional needs are defined. This action is to amend contracts with three of the four companies approved by the Board to add $225,000 for compliance-related systems development efforts, $150,000 of which was identified in the "Priority List of Items to be Funded from Additional Subvention Funds FY 2000-01," adopted at the February 2001 Board Meeting. Funds were added to the Information Management FY 2000-01 Budget for this purpose.

RECOMMENDED ACTION:

Authorize the Executive Officer to execute amendments to the contracts for systems development services in the amount of $225,000: $87,500 to Applied Knowledge, $50,000 to R Systems, and $87,500 to Windsor Technologies. The specific task orders being funded are listed in Attachment 1.

Background

At the February 18, 2000 and April 20, 2001 meetings, the Board authorized staff to initiate level-of-effort contracts with several vendors for systems development and support services. Presently, the AQMD has contractual arrangements with four software development companies. At the time these contracts were executed, it was expected that they would be modified in the future to add funding from approved budgets as system development requirements were identified and sufficiently defined so that task orders could be prepared.

At the February 16, 2001 meeting, the Board approved a "Priority List of Items to be Funded from Additional Subvention Funds FY 2000-01," of which $150,000 was designated for compliance-related computer programming. The additional subvention funds were received by the AQMD in April 2001; $150,000 of these funds were transferred to the Information Management FY 2000-01 Budget for this programming work. An additional $75,000 is from Engineering and Compliance FY 2000-01 budget for a Web-based notification and reporting system to streamline the reporting of information required by Rules 461, 1149, and 1166. The specific system development efforts which will be initiated with these funds are listed in Attachment 1.

Proposal

Staff proposes the contracts be amended to add additional funding ($225,000) in the amounts of $87,500 to Applied Knowledge; $50,000 to R Systems; and $87,500 to Windsor Technologies for the specific task orders listed in Attachment 1.

Resource Impacts

Funds of $225,000 are included in the FY 2000-01 Budget.
