Establish List of Prequalified Vendors to Provide Computer, Network, Printer and Related Services

SYNOPSIS: 

On March 16, 2001, the Board approved the release of an RFQ to prequalify vendors for computer, network, printer, and related services. As a result of successful responses to this RFQ, forty-one vendors were identified as capable of providing these products and services. This action is to approve these forty-one vendors to provide these products and services for a two-year period. Funds ($250,000) have been allocated in the FY 2000-01 Budget for these purchases.

Background

On March 16, 2001 the AQMD released RFQ #Q2001-14 for computer, network, printer and related services. The purpose of RFQ is to prequalify vendors capable of providing quotations for seven categories, consisting of computer equipment (desktop and file server), parts (desktop and file server), software (desktop and network), printers, printer parts, network LAN/WAN equipment, and installation/repair services. The pre-qualification processes will ensure the AQMD is using the most cost-effective providers for these products and services. The selected vendor list will be in effect for a period of two years, and will expire on June 30, 2003. As supplies and services are required by AQMD, all vendors on this list for the category of equipment required will be sent a request for quotation. Purchase orders may be placed with any or all of the vendors on the certified vendor list who are determined to be the most advantageous to the District at the time of placing the order.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFQ and inviting bids was published in the following publications:

Additionally, potential bidders were identified using the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notices of the RFP/RFQ were mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

One hundred thirty-five copies of the RFQ were mailed out and forty-one bids were received in response to the RFQ when final bidding closed at 10:00 a.m. on April 21, 2001. Of the forty-one bids, three were from certified disabled veteran-owned, seven were from certified women-owned, six were from certified women-minority-owned, seventeen were from certified minority-owned, and five were from non-certified minority-owned business enterprises.

Attachment A lists the forty-one vendors prequalified to provide computer, network, printer and related services. Attachment B reflects the evaluation of the bids and the respective ratings for the list of prequalified vendors.

Panel Composition

The evaluation panel consisted of four staff from Information Management: a Technology Implementation Manager, a Programming Supervisor, a Telecommunication Analyst, and a Systems Analyst. Of these four male panelists; three are Asian/Pacific Islanders and one is Caucasian.

Resource Impacts

Funds for these purchases are included in the FY 2000-01 Budget.
