The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.

Definition of Terms |

Proposed amendment to Rule 102 is being removed from the July calendar. At its May 18, 2001 meeting, the Administrative Committee decided that this proposal should be handled through a public advisory effort rather than a rule development. | |

Emission Reduction from Composting Operations (CM#99 WST-02) |
|
Proposed Rule 1133 is being rescheduled from August 2001 to October 2001. Additional time is needed to assess proposed changes to the California Integrated Waste Management Board's composting regulations and to work with affected facilities on specific control requirements. | |

RECLAIM |

At the May 11, 2001 AQMD Governing Board meeting, the Board requested the opportunity to consider allowing small refiners access to the RECLAIM Air Quality Investment Program (RECLAIM AQIP). The proposed amendment would change the definition of Structural Buyer in Rule 2000 to include certain small refiners. Proposed amendments to RECLAIM are being scheduled for July 2001. | |

Rule 2202 |
On-Road Motor Vehicle Mitigation Options |
|
Proposed amendments to Rule 2202 are being added to October 2001 calendar. The proposed amendments consist of a change in the definition of employee. A new category of exempted Police/Sheriff employees will be added to the rule. A prorated credit for the use of Alternative-Fueled Vehicles is also being considered. In addition, proposed amendments will include the removal of "remote sensing" as a compliance strategy. Other minor amendments may be proposed to streamline the implementation of this rule. | |

Below is a list of all rulemaking activity scheduled for the year 2001. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
