Appoint Medical, Public, and Alternate Members to AQMD Hearing Board
SYNOPSIS:
The terms of office for Joseph Auerbach, Medical Member, and alternate Robert Zweig; Marti Klein and Barry Read1, Public Members, and alternate Sharon Morris, expire June 30, 2001. Pursuant to California Health and Safety Code Section 40501.1(b), an Advisory Committee, consisting of one representative appointed by each of the Counties of Los Angeles, Orange, Riverside, and San Bernardino, and the City of Los Angeles was appointed, interviewed each candidate and made recommendations to the Administrative Committee.
1 Alternate member Barry Read was appointed to fill the unexpired term of principal member Marcus Lewis who resigned effective March 31, 2001.

Appoint/Reappoint the following individuals to the AQMD Hearing Board, effective
July 1, 2001 with terms ending June 30, 2004:

Background
Pursuant to Health and Safety Code Section 40501.1(b), a Hearing Board Advisory Committee2 composed of one representative appointed by each of the Counties of Los Angeles, Orange, Riverside, and San Bernardino, and the City of Los Angeles, was appointed to make recommendations regarding appointments to the AQMDs Hearing Board. The Advisory Committee completed its interviews of candidates on April 10, 2001 and recommends the following appointments to the AQMD Hearing Board:

2 Jack Witz, Los Angeles County representative; Detrich B. Allen, City of Los Angeles representative; Julie Gilbert, San Bernardino County representative; Julie Puentes, Orange County Representative; and Marcus Lewis, Riverside County representative.
Based on selected criteria developed by the Committee (Attachments 1 and 2), the Committee members and selected AQMD staff3 evaluated the resumes submitted, ranked and grouped the individuals according to their scores. Based on the ranking, the Committee then narrowed the candidates to the following short list of candidates who were invited for interviews (resumes attached).

Only two resumes were submitted for the Medical Member/Alternate positions; therefore, the committee waived the interviews for the two candidates.
On May 18, 2001 the Administrative Committee reviewed the recommendations of the Advisory Committee, and concurred in the Committee's recommendations. The individuals recommended for appointment were subsequently contacted, and indicated their willingness to serve.
